- AMENDMENT 1 The United States Air Force, 763d Enterprise Sourcing Squadron (763 ESS) is seeking market information for Headquarters (HQ) Air Mobility Command Directorate of Strategic Plans, Requirements, & Programs (AMC/A5/8) and Systems Requirements Division (AMC/A5R).� This request is issued for information and planning purposes only.� The purpose of this Amendment to increase the page limit from 3 pages to 5 pages. CONTRACTING OFFICE ADDRESS:� 763d Enterprise Sourcing Squadron (763 ESS) 510 POW/MIA Drive, Bldg. P40, Suite E1004 Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZONE Firms; Certified 8(a), Service-Disabled Veteran Owned Small Businesses and Woman Owned Small Business) to provide functional, technical, and analytical support to manage and further develop the AMC Mobility Air Forces (MAF) Electronic Flight Bag �(EFB) effort, and will provide support and assistance in transitioning EFB into an Air Force (AF) enterprise program as detailed in Attachment 1 Draft MAF EFB Support Performance Work Statement (PWS) provided. THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: The 763 ESS is interested in the identification of capable sources for a contemplated contract to provide the following: The table below lists all of the main technical/task requirements of the Sources Sought Notice Draft PWS.� You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage.� Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks.� A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided.� Past performance information that is related to the tasks in the Draft PWS is requested if available. PWS Task: Provide technical support. Capture�accurate information and data to support�findings, analysis, or recommendations�and meet all identified timelines.� PWS Paragraph: 2.1.5, 2.1.6, 2.2, 2.3, 2.4, 2.5 Threshold/Percentage:� Provided with no more than�one instance of� �incomplete information.� Exception is the�Monthly Status Report (MSR) which shall have no more than two instances of incomplete�information in a given contract year.�� PWS Task:�Meet all security requirements. PWS Paragraph: Section 6.0 PWS Paragraph: 2.1.5, 2.1.6, 2.2, 2.3, 2.4, 2.5� Threshold/Percentage:�Meet and maintain all security requirements, 100%�of the time. See Attachment 1, Draft MAF EFB PWS. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541611, Administrative Management and General Management Consulting Services. The Small Business Size Standard for the NAICS Code is $16.5 million. SUBMISSION DETAILS: Responses should include: Company name and address Name of company representative and their business title, telephone number, e-mail address Commercial and Government Entity (CAGE) Code Data Universal Numbering System (DUNS) Number Anticipated teaming arrangements and CAGE Code (if applicable). Identify any major risks or unknowns that would hinder your ability to meet the requirement Any comments / concerns relating to the Draft MAF EFB Support PWS. Please indicate if there are any requirements that are too restrictive or not traditionally available in the marketplace? Any requirements that should be changed based on industry standards change? Whether or not you intend to submit a quote if an RFQ is posted Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.� (This information is for market research only and does not preclude your company from responding to this notice.) �Interested businesses should submit brief capabilities as it relates to supporting the above requirement. Any other information deemed useful to the Air Force. State if your company is SAM registered under NAICS code 541611. State whether your firm is large, small business, small disadvantaged business (SDB), (a)-certified small business, historically underutilized business zone (HUBZone) small business, veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), woman-owned small business (WOSB) based upon the for North American Industry Classification System (NAICS) code 541611. All interested vendors that possess the capabilities and capacities herein are encouraged to respond by providing the information specified within this notice. �Upon review of the capability packages, further information may be requested directly from vendors responding to the sources sought notice. However, the Air Force is under no obligation to provide feedback to a company, or to contact a company for clarification of any information submitted in response to this request.
