Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b) (1), with Rotronic Instrument Corporation, a purchase order for combination humidity and air temperature probes with interface cables for use in the TAO array at the National Data Buoy Center in Stennis Space Center, MS. Sole Source Justification: The model HC2-S3 sensors from Rotronic Instrument Corporation are the only known sensors that are a drop-in replacement for the Rotronic Instrument Corporation MP101a sensors currently in use.� These sensors were selected because they provide consistent data (continuity of measurement), which is required in order to be accepted by the climate community.� These sensors have been tested and have been proven to provide equivalent relative humidity and air temperature outputs as the preceding model from Rotronic Instrument Corporation. �There are no known alternatives from any vendor that can fit and serve as drop-in replacements to the existing TAO array.� The selection of the MP101A sensors and the newer HC2-S3 sensors reduces sparing levels and ensures continuity of operations with consistent data output. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide this service may submit substantiating documentation in writing within fifteen (15) days of this notice. Responses can be sent via e-mail to anthony.ciolli@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Rotronics Instrument Corporation. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). �No award can be made to a company not registered in SAM.
