- This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2063123 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be awarded under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precession Equipment Repair and Maintenance, with a small business size standard of $22,000,000.00. The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for an annual Maintenance agreement on the LTQ Orbitrap Velos and NanoEasy LLC instruments, manufactured by ThermoFisher Scientific. see below the equipment description and Serial numbers: ORBITRAP FUSION LUMOS ETD, SN: FSN20397 UltiMate 3000 NCS-3500RS NANO Nano-Cap-S, SN: 8133394 Dionex WPS-3000TPL RS AUTOSAMPLER, SN: 8133376 Dell Optiplex XE2, Service tag number of 9NSSXN2, Express Code of 20991511010 This plan will include both hardware and software coverages. The minimum service requirements include: Note - all must be included to be considered for award. Must include coverage for all OEM Parts, Labor, and travel for repairs � Only OEM Parts will be accepted Only OEM Service Technicians will be dispatched to work on equipment. Onsite response target of 36 � 72 hours (Mon � Fri. 8 am -5 pm) Advanced Remote Technical support, with the priority of immediate response time, M-F 8:00 am � 5:00 pm eastern standard time. One preventative Maintenance visit. Premium subscription to Unity Lab Services Online Knowledge Base for 24 hour remote technical support, for times after 5:00 pm EDT and weekends. Dell Computer requires coverage on hardware and software. Software and firmware updates upon request and in conjunction with a scheduled Preventive Maintenance or Corrective Maintenance visits. Updates are defined as changes of the existing software version that are intended to improve its performance. Quote Instructions - All must be included to be considered for award Indicate the order of priority in which repairs will be scheduled. (For example, if the vendor serves multiple clients, which clients, if any, take precedence over others.� If there is a tier-based system that prioritizes certain clients or certain types of repairs over others, indicate at what tier or priority of service that is being quoted.)�� Indicate the nature of software updates/revisions during the service period. Include when they will be implemented under this coverage (for example, will revisions/updates be provided and released to NIAID, during PM visits only, upon immediate release, or on another schedule) Provide End User License Agreement (EULA) if applicable Quote must include all service terms, conditions, and exclusions as a part of, or as an attachment to the quotation.� Vendor is invited to include past performance references of similar services, including the description of the service, the period of performance, and a client contact name and phone number for that award. Quote must include all service requirements listed above, and the quoting instructions for the quote to be considered responsive. The technical capability will be assessed by the services providing the above minimum service requirements.
