- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, 03-10-2021. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/far/52. The solicitation number is 140P8321Q0021 and the solicitation is issued as a Request for Quotation (RFQ). The NAICS code: 811118, Other Automotive Mechanical and Electrical Repair and Maintenance. Small business size standard: $8M. This solicitation is a 100% total small business set-aside and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. Also, you must be registered in the System for Award Management (SAM) website: https://www.sam.gov/. DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), Washington State, has a requirement for decommission and commission services of GSA Law Enforcement Vehicles. Place of service shall be within 300 miles distance of the Fort Spokane Office, 44150 District Office Lane, Davenport, WA 99122, to allow travel within Department of Interior, National Park Service travel polices. STATEMENT OF WORK. This RFQ is for the removal of equipment from two (2) older Law Enforcement Vehicles: One Ford Expedition and One Dodge Durango and installation of brand new equipment into two (2) new Law Enforcement Vehicles, Dodge Durango and Dodge Ram 2500 Pickup, The Decommission of the Dodge Durango will not allow the old equipment to be placed in the 2020 new Dodge Durango. The equipment per the solicitation will be the installation of new equipment which needs to be state of the art and provided to enhance the officer safety. This would mean that no old equipment is to be installed in the new vehicles. For Lake Roosevelt National Recreation Area, Fort Spokane Office 44150 District Office Lane, Davenport, WA 99112 per the following: VEHICLE DECOMMISSION. LAW ENFORCEMENT VEHICLES: 1 Ford Expedition SUV and 1 Dodge Durango. This work involves the removal of all aftermarket equipment from the interior and exterior of the vehicles. This includes, but is not limited to, removing radio equipment, sirens, control boxes, light bar, other supplemental lights, cage partition, rear partition, long gun mounts, push bumper, and all associated wiring. The de-commission work must include the removal of all exterior aftermarket decals that have been affixed to the vehicle. The post mounted spotlight may remain in place but must remain functional. After decommission work is complete the vendor will contact POC Chris Dodds at (509)754-7885, email: christopher_dodds@nps.gov who will coordinate pick up of vehicle. If Mr. Dodds cannot be reached the vendor will then call Contracting Officer Katheryn Camacho at (509)634-0362, email: katheryn_camacho@nps.gov VEHICLE COMMISSION. LAW ENFORCEMENT VEHICLES: 1 Dodge Durango, and 1 Dodge Ram 2500 Pickup. See Attachment No. 2 for Parts List. This work involves the installation of associated aftermarket lighting and accessories for the vehicle to function as a law enforcement vehicle. This work will include, but is not limited to the installation, wiring, and mounting of the following items: interior light bars, post mounted spotlight, center console with radio, control boxes, cup holders, secure storage, arm rests. Single prisoner partitions, lighted push bumpers, additional external and electronic long gun mounts from existing vehicles. Configurations, for the control box, light bar, radio and long gun mounts will be determined by the National Park Service POC. All vehicles will be outfitted in a consistent manner to enhance officer safety. The cost of any additionally required wiring, fuses or other shop supplies shall be included in your pricing. This work does not include striping or placing the exterior decals on the vehicle. POC will contact contractor for scheduling of service. The DUNS number will be verified in the SAM.gov database including reps/certs - - refer back to clauses and 52.232-33 above. (3) Sign the SF-18. (4) Acknowledge any amendments issued IF APPLICABLE; (5) Submit either the filled out reps/certs provision 52.212-3 manually or complete the representations and certifications in SAM. (6) Provide the specifications and comparison to the specifications as noted in the evaluation factors. (7) Provide 2 but no more than 3 professional references to evaluate past performance.
