This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W50S7K-21-R-0009 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20210224 dated 24 February 2021. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as total small business set-aside. The North American Industrial Classification System Code is 561330 with a size standard of $30.0M. The Combat Readiness Training Center-Contracting Office, Gulfport, MS intends to issue a contract/purchase order for Oppositional Forces (OPFOR) Support Services. The contractor shall provide all personnel, equipment, tools, materials, and quality control necessary to perform OPFOR Services for CRTC Gulfport, MS. CLIN 0001 � OPFOR SUPPORT SERVICES Planning and Ground Support POP: 14 April 2021 � 29 April 2021 SEE ATTACHED PWS The contractor shall provide all personnel, required equipment tracking system and software to facilitate METLs: equipment, tools, supervision, costumes, and uniforms required to support training scenarios for the United States Special Operations Command's (USSOCOM) Operation Southern Strike 2021 Exercise, hereinafter called ""SSTK 21"". The requirement consists of a series of scenarios where professional OPFOR/SITFOR participation in the exercise is required to provide realism to meet training objectives. The contractor shall be required to work closely with the OPERATION SOUTHERN STRIKE planning team to coordinate all support necessary to conduct this training. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. BASIS OF AWARD: Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers: i. Price (eg Total evaluated price for all requirements) (See Bid Sheet in Attachments) ii. TECHNICAL PROPOSAL a. Vessel Type and Quantity b. Personnel Experience c. Site Prep and Cleanup Plans d. Tactics, Techniques, and Procedures (TTP) (eg General Understanding of the plan NOT classified content) iii. PAST PERFORMANCE (e.g. formal and/or informal information obtained from customers and/or government databases/systems; ensure that past performance submittals are relevant and recent.) Proposals Shall be no more than 25 pages in length and shall be delivered electronically to the points of contact listed below.
