Description
Amendment 1 (12 March 2021) -�The response due date and time has been extended to 29 March 2021 at 1:00 PM Eastern. Amendment 2 (19 March 2021) - The response due date and time has been extended to 2 April 2021 at 1:00 PM Eastern. A Questions and Answers document containing questions received from potential offerors has also been uploaded. Additionally, an updated PWS and Price List have also been attached. Amendment 3 (30 March 2021)�- The Q&A document has been updated to have answers to every question received. An updated PWS and Price List that address questions received from potential offerors have also been attached. This is a combined synopsis/solicitation (�synopsitation� hereafter), which is expected to result in award of a Blanket Purchase Agreement (BPA) for a commercial service, i.e., American Sign Language (ASL) Interpreter Services as described under the attachment titled �Performance Work Statement�. The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The synopsitation is conducted as a commercial service procurement using Simplified Acquisition Procecures (FAR Part 13). An award, if any, will be made to the responsible offeror who submits a quotation that (1) conforms to the requirements of the synopsitation; (2) Complies with the minimum requirements stated in the Performance Work Statement (PWS), as evidenced by providing a complete description of the service provided; and (3) that submits the quotation with the lowest total evaluated price (TEP), provided that the TEP is determined to be fair and reasonable. The Government reserves the right to award BPAs to up to three�(3) companies without discussions or make no award at all depending upon (1) the quality of quotations received and (2) whether proposed prices are determined to be fair and reasonable.� Offerors shall complete and include in quotations all representations and certifications, as well as all fill-in provisions and clauses, contained within this solicitation. Additionally, quotations that contain pricing only with no description/detail of the service that will be provided will not be accepted or considered for award. Offerors shall submit a detailed response to the synopsitation explaining the service being proposed and how the offeror is able to fulfill all requirements of the synopsitation.
