- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures for commercial information as found at FAR Subpart 13.5 and as supplemented with the additional information included in this notice. (ii) The solicitation number is W58D2M-21-Q-0003; the solicitation is issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: 2005-87-2 / 04-06-2016. (iv)This part, except for Subpart 19.6, applies only in the United States or its outlying areas. This procurement is not a set-aside. The associated NAICS code is 561730. (v) The purpose of this combined synopsis/solicitation is to execute, for the period July 15, 2021 � March 15, 2022, the performance of Maintenance of Firebreak line, as described in the attached solicitation W58D2M-21-Q-0003 consisting of seventy (70) pages, and in the attached Performance Work Statement consisting of twenty-two (22) pages. (vi) Description of the requirements for the items being required: Contractor shall provide a firebreak lines maintenance service at ASA Area. He shall manage and provide all equipment, tools and labor necessary to performance the services called for by the Performance Work Statement. All contract phases shall be accomplished in compliance with Natural Park authorization n. 214/20. Task 1: Pruning of n. 599 trees. Contractor shall prune selected trees of various species and heights along the road�s edges of firebreak lines in order to restore the minimum distance of 15 mt. range (including the relative road) between the two sides. Contactor shall use all necessary manpower, equipment and temporary signs to prevent damages to vehicles and/or GOV property. Task 2: Cutting down of n. 521 trees. Contractor shall cut selected trees of various species and heights along the road�s edges of firebreak lines in order to eliminate dangerous conditions, trees strongly leaning towards the roads and interfering with the 15 mt. range (including the relative road) between the two sides. The service will include restoration or recovery pruning on surrounding trees damaged by tree cutting operations. All the trees to be felled, will have to be previously marked and verified in the field by an Agronomist by affixing in red paint a progressive number and a sign that remains visible on the stem and on the stump. Task 3: The trees or logs lying on the ground shall be removed from the work area All wood, trunks resulting by clearing of the ground shall be transported to a public landfill or used for energy recovery or biomass in accordance with current regulations, at no cost to the US Government. The fourth copy of the waste form signed by the receiving authorized landfill within 30 days (or transport document) should be provided to COR for each transportation carried out. Task 4: Cutting and shredding undergrowth Erica species and Rovo (Rubus ulmifolius) located in the work area. Task 5: Providing and installation of new corral for fallow deer capturing in a selected area of ASA. Task 6: Providing and installation of anti-grazing fences against fallow deer and wild boars to be placed around the poplar stumps along firebreak line n. A. (vii) Dates and places of delivery and acceptance and BetaSAM point: the Period of Performance will be July 15, 2021 � March 15, 2022; the services will take place at Darby Military Community, Livorno, Italy. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition; see the attached solicitation W58D2M21-Q-0003 for details. Offerors are reminded that to be awarded a government contract you MUST possess a DUNS (Dun & Bradstreet; http://fedgov.dnb.com/webform) and NCAGE (www.dlis.dla.mil/Forms/Form_AC135.asp) numbers and be registered in SAM (https://www.sam.gov/portal/public/SAM/) in accordance with FAR 52.204-7 Alt I entitled System for Award Management Registration (August 2012). (ix) The provision at 52.212-2, Evaluation � Commercial Items, applies to this acquisition; see the attached solicitation W58D2M21-Q-0003 for details. (x) In accordance with Subpart 4.12-Representations and Certifications; 4.1201 Policy. (a) Prospective contractors shall complete electronic annual representations and certifications at SAM accessed via https://www.acquisition.gov as a part of required registration (see FAR 4.1102). (b)(1) Prospective contractors shall update the representations and certifications submitted to SAM as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from date of submission or update to SAM. (xi) The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition; see the attached solicitation W58D2M21-Q-0003 for details. (xii) The provision at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; see the attached solicitation W58D2M21-Q-0003 for details. (xiii) The specific FAR clauses applicable to this acquisition are identified in the attached solicitation W58D2M21-Q-0003. Additional contract requirements: Site Visit - Vendors are put on notice that: A virtual meeting regarding the administrative portion pertaining to subject requirement will be held through Microsoft Teams on April 22, 2021, 10:00AM hrs; a Teams invite will be provided to the interested Vendors e-mail addresses to join the mentioned meeting. A site visit will be physically held on the same date - April 22, 2021, 2:00PM hrs, meeting point Gate # 4. Interested Vendors shall indicate their interest by submitting an email not later than Close of Business (COB) by April 6, 2021 to elisa.orsini2.ln@mail.mil; cristina.pancaccini2.ln@mail.mil. Please indicate in your email the Request for Quotation number/description of services and the name of the company, the address, the phone number, the fax number, the e-mail address, and name of the person who will be present at the site visit - maximum one attendee can be physically present at the site visit scheduled at 2:00PM Hours (first name, last name, date of birth, place of birth, type and number of identification document). A legible copy of the identification document has to be provided. If the person has entry pass for the ASA Area, a copy of the pass has to be provided. Only the person who has provided the personal data would be allowed to attend the site visit. The Guards will check the identification card at the gate. The quoter(s) not present on the list will be denied the entrance to the base. Not indicating interest as described above does not preclude the Vendor from participating in this requirement. NOTE: Interested parties are NOT required to attend the organized site visit in order to submit a quote. All prospective Vendors are highly encouraged to ask questions regarding this Request for Quotation by email to elisa.orsini2.ln@mail.mil; cristina.pancaccini2.ln@mail.mil no later than ten (10) calendar days following the RFQ issue date. Answers to questions may be posted to https://beta.sam.gov/. All quotes must be submitted to the Contracting Officer as specified in the attached Request for Quotation W58D2M21-Q-0003. The price should be submitted in EURO without IVA. The United States Government is exempt from payment of Imposta Valore Aggiunto (IVA) tax in accordance with DFAR 252.229-7003, Tax Exemptions, and with Article 72 of the Italian IVA implementing Decree Law 633, dated October 26, 1972. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) All quotes shall be submitted to the Contracting Office no later than 12:00 p.m. ""noon"" (local time, Rome, Italy) on May 3, 2021. All quotes shall be submitted in English and include the phone number and email address of the point of contact. Only electronic copies of the quote shall be accepted using the address identified in the following paragraph. (xvi) One electronic copy of the proposal shall be submitted.
