Description
** Pre-Solicitation Notice** The U.S. Army Corps of Engineers, New England District will be issuing Invitation for Bids for the Jetty and Wingwall Repairs at the Kennebunk River Federal Navigation Project, located in Kennebunk and Kennebunkport, Maine. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990. Construction is expected to take 5 to 7 months to complete. The estimated construction cost is $1,000,000 to $5,000,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be at the East and West Jetties and Wingwalls within the Congressionally-authorized Kennebunk River Federal Navigation Project (FNP), located in Kennebunk and Kennebunkport, Maine. This project will require both land-based and floating marine plant construction methods in order to address damages to the historically significant stone structures. Damages have resulted in an overall loss of protection of the stone structures and include the loss of armor stone along both jetties, undermining of the east wingwall, and unbalanced settlement of the west wingwall. Repairs will consist of reconfiguring approx. 140 linear foot at the east jetty nose into a rubble mound structure with 7-11 Ton armor stones. The 240 linear foot east wingwall will be disassembled and re-built with the existing historic stacked fitted stones along with new stone protection at the base. The 110 linear foot portion of the west wingwall will be partially disassembled and re-built with the existing stacked fitted stones and approx. 80 linear foot in additional areas along both jetties will require placement of new armor stone. Both of the main jetty repair areas are located directly offshore, adjacent to the navigation channel, with the nose exposed to the open ocean. This is not an invitation for bids at this time. The solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 15 April 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://beta.sam.gov/). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Guesley.Leger@usace.army.mil.
