- The Naval Facilities Engineering Command, Far East (NAVFAC FE) is issuing this pre-solicitation notice in accordance with FAR 36.213-2. �DESCRIPTION OF PROPOSED WORK This is a Design-Bid-Build project that will Replace R22 Refrigeration Equipment at Commander Fleet Activities Yokosuka, Japan. �The project will contemplate replacing refrigeration equipment (chillers, reefers & air conditioning units) containing R-22 in approximately 22 facilities assigned to Commander Fleet Activities Yokosuka (CFAY).� The locations are Yokosuka Main Navy Base, Yokohama North Dock and New Sanno Hotel, Tokyo.� Replaced equipment shall utilize an EPA SNAP (Environmental Protection Agency's Significant New Alternative Policy) approved refrigerant with an ODP (Ozone Depletion Potential) of zero.� Refer to the following website for more information on the EPA SNAP program: https://www.epa.gov/snap/protection-stratospheric-ozone-new-listings-significant-new-alternatives-policy-program Cooling capacity of replaced refrigeration equipment will be the same as the existing.� Hazardous material (HAZMAT) in the form of asbestos and lead based paint is known to exist in some facilities.� Contractor will use historical data available and will perform additional testing to determine the extent of HAZMAT that may be disturbed in the course of work.� HAZMAT abatement will be limited to that necessary to safely complete the scope of work.� In accordance with DFARS 236.204, the magnitude of this construction project is estimated between 1,000,000,000JPY and 2,500,000,000JPY. This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only factors. LOCATION OF WORK: The locations are Yokosuka Main Navy Base, Yokohama North Dock and New Sanno Hotel, Tokyo.� TENTATIVE DATES FOR THIS ACQUISITION: Invitation for Bid Issuance: 16 APRIL 2021 Pre-proposal Conference and Site Visit: 27 APRIL 2021 Bid Due Date: 21 May 2021 Bid Opening Date: 21 May 2021 Contract Duration: Maximum 970 calendar days from date of award. GENERAL BID NOTES Award is anticipated to be made based on the total sum the Base Item CLIN and all CLINs for Additive Bid Items. BID VALIDATION Bids shall be valid until 31 March 2022. SPECIFICATIONS AND DRAWINGS Specifications and Drawings are NOT included with this pre-solicitation notice. The Invitation for Bid (IFB) including the specifications and drawings will be posted on the Government wide point of entry (GPE), currently beta.SAM (https://beta.sam.gov). When posted on or about 16 April 2021, all IFB documents may be downloaded from the website. PRE-PROPOSAL CONFERENCE AND SITE VISIT A pre-proposal conference and site visit will be scheduled on or about 27 APRIL 2021. �Final date will be included on the IFB. Individuals are required to have a gate pass/base access for the event. If the attendee does not have a valid pass/access for CFAY, please contact the Contract Specialist via email, Ms. Tomoko Kanzaki Tomoko.Kanzaki.JA@fe.navy.mil at no later than the date as identified in the IFB to coordinate for an escort. Attendees who do not possess a gate pass/base access must assemble at Main Gate of Yokosuka Naval Base at the designated time on the site visit day. Individuals must carry valid government-issued picture IDs when entering CFAY. See attachment labeled �Acceptable ID Cards� for more information. Visitors may be required to present documentation evidencing personal identification and firm affiliation. LIMITING THE SPREAD OF NOVEL CORONAVIRUS 2019: In light of the U.S. Government�s recent measures to combat the COVID-19 pandemic, �social distancing� measures will be implemented for the protection of Government and Contractor personnel when conducting pre-proposal conference and site visits. Each Contractor is limited to two (2) representatives at the pre-proposal conference and site visit. The Contractor limit includes subcontractor representatives. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. STATUS OF FORCES AGREEMENT The U.S. Government will not offer �United States Official Contractor� status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, the U.S. Government may consider designating eligible employee(s) as �Members of the Civilian Component� under Article I(b) of the SOFA. SYSTEM FOR AWARD MANAGEMENT Interested bidders must be registered in the System for Award Management (SAM) prior to the closing date for receipt of bids. Contractors may obtain information on registration and annual confirmation requirements via the SAM website accessed at https://www.sam.gov/SAM/. Bids from contractors not registered in SAM or from contractors whose online Representations and Certifications in SAM are not current, will not be eligible for award. Interested bidders are encouraged to register as soon as possible. This acquisition will be issued on an unrestricted basis in accordance with FAR 6.1.
