- STATEMENT OF WORK (SOW) QUANTITATIVE RESPIRATOR FIT TESTER A. GENERAL INFORMATION Title of Project: Quantitative Respirator Fit Tester Scope of Work: The Central Texas VA Health Care System (System (CTVHCS) Safety Services, located at 1901 South First Street, Temple, Texas 76504, requestsis requesting solicitations for the purchase of 2-quantitative fit test machines. The machines should be PortaCount Brand Name or Equal. It is anticipated and expected for bothThe fit testers to have all should include all associated parts and accessories (including software) necessary for successful stand-alone, out-of-the box fit testing capabilities of both N-95 filtering face-piece respirators and half-face elastomeric respirators. Successful fit testing will meetFit Testing is expected to meet all OSHA requirements for quantitative fit testing as described in the Code of Federal Regulations, 29CFR 1910.134. Background: A quantitative fit test (QNFT) is one type of respirator fit test used to determine whether a respirator properly fits an individual employee. Respirator fit tests are used with tight fitting respirators to ensure a proper face-to-face-piece seal is achieved. Without a proper fit, ambient air can leak into the respirator and expose the wearer to airborne contaminants. U.S. Occupational Health and Safety (OSHA) regulations require that a respirator fit test be performed when a worker initially selects and is fitted for a tight-fitting respirator. Additional testing must be performed at least annually. Quantitative fit-testing is performed by collecting and analyzing air samples from within the respiratory inlet cover of the respirator while it is worn by the intended user. This collection is accomplished through use of a hose inserted into the face piece of the respirator, which then delivers the air sample to a separate device for analysis. This testing procedure results in a numeric value for the level of contaminants within the respirator by comparing this number to the concentration of the contaminant outside the mask. A fit-factor is calculated that indicates if and at what level any leakage exists when the worker is wearing the selected respirator Note: A quantitative fit test differs from a qualitative fit test because the latter relies on subjective feedback from the wearer to detect potential leaks. Salient Characteristics:RequirementsThe salient characteristics should include the features or specifications required for the machines. It should not include both machines. This would go in the MR document not the SOW. This will confuse the vendors and they will ask more questions like which do you want which will force us to choose one for you. Example: Compatible with new Modified CNC Protocols OSHA, CSA, HSE and ANSI Compliant for all tight-fitting respirators, including series 95, 99, 100, FFP1, FFP2 and FFP3 filtering facepiece respirators Built-in N95 Companion technology Measures fit factors greater than 10,000 Switch between N95 and N99 mode of operation in seconds Automates fit testing with FitPro+ Fit Test Software Standalone operation - no external computer required Use with external computer to generate reports and print fit test cards Color touchscreen enables operation via touch of a finger, pen or stylus Compatibility with FitPro Ultra Software available : Manufacturers that make quantitative fit test machines are limited due to the specialization required and the limited demand for the equipment. Fit tester selection becomes even more selective within Health Care Organizations who are required to use disposable N-95 filtering face-piece respirators, of which only two brands of fit test machines have been identified as being acceptable. The two brands acceptable for this solicitation are the Portacount Model 8048 or the Accufit 9000- PRO. General Characteristics: The Fit Tester must be able to perform Fit Testing Procedures as annotated in the OSHA Standard 1910.134, Part A, Fit Testing Procedures-General Requirements, and meet fit testing protocol for: Modified ambient aerosol condensation nuclei counter (CNC) quantitative fit testing protocol for full-facepiece and half-mask elastomeric respirators, Table A-1, and Modified ambient aerosol condensation nuclei counter (CNC) quantitative fit testing protocol for filtering facepiece respirators, Table A-2 Fit Test Machine must contain all accessories for out-of-the box fit testing, peripherals for maintaining operations for up to one year, data storage for both tablet input and software for database management. Compatible tablets should be included with each fit test machine. Contract should provide a minimum of a two-year service agreement for annual cleaning and calibration.
