INTRODUCTION:� The Oklahoma Army National Guard (OKARNG) is issuing this Sources Sought synopsis as a means of conducting Market Research to identify companies having an interest in and the resources to support the requirement for the �Federal Employee Management Course�.� The intention is to procure on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESS OR PROCURED THROUGH FULL AND OPEN COMPETITION.� All Small Business Set-Aside categories will be considered.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. PLACE OF PERFORMANCE: Oklahoma City, OK DISCLAIMER: This is a Sources Sought Notice ONLY as a means of conducting Market Research to identify companies that may have an interested in along with the resources to support this requirement for the �Federal Employee Management Course�. �Responses to this notice will be used for Market Research purposes only.� The Government is NOT obligated to and will NOT pay for any information received from potential sources as a result of this notice.� No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests.� The Government may not respond to any specific questions or comments submitted in response to this notification or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary.� This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market research/survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities website and no paper copies will be provided.� No contract will be awarded from this notice. Background:� The Oklahoma National Guard is required by regulation to conduct an initial FEMC course for new supervisors within one (1) year of their appointment and to conduct a refresher course every three (3) years after. Incumbent Contractor:� N/A Performance Requirement: The instructor/agency must to be able to address both Title 5 (T5), Civilian Federal Technician, and Title 32 (T32), Military Federal Technician, employment considerations and regulations, Army and Air Force, with an understanding of Army and Air Force Active Guard Reserve (AGR) as managers of T5 and T32 employees.� The instructor / agency must to be able to refer to the library of current Chief National Guard Bureau Instructions/Manuals (CNGBI) guidance.� Office of Personnel Management (OPM) is for all Federal Employees OKNG hired as a Department of Defense (DoD) employee, and T32 is specific to the Civil Service Technician Act of 1968. AGR supervising federal employees - understanding the different programs National Guard Special Provision under Discontinued Service Retirement Compatibility � Grade inversion and military rank within T5 and T32 DSCA Mission and how State Active Duty affects types of Leave USA Staffing and ability to add specific questions for T32 positions USERRA and how it impacts manning documents and how a position is advertised Military Acronyms correlating with Federal Employee law.
