Description
The United States Army Corps of Engineers, Transatlantic Middle East District is releasing the following sources sought notice for the purpose of conducting market research.� This notice is for constructing the Super Hornet Procurement B, Package 005 (Organizational Level Maintenance Hangar) and Package 001A/B (Base Infrastructure) project at Al Jaber Air Base, Kuwait. �This project is a Foreign Military Sales (FMS) procurement. Project Scope: �Base Infrastructure - Design-Bid-Build (D-B-B) construction contract for site grading and utility infrastructure improvements, pump house, electrical switching station and substation, power check pad, compass calibration pad, aircraft taxiways, related site improvements, and incidental related work. Organizational Level Maintenance Hangar - D-B-B construction contract for a new Organizational Level Maintenance Hangar with eight aircraft bays and associated shop spaces. �The project also includes construction of an adjacent Organizational Level Corrosion Control Hangar with two additional aircraft bays (one for corrosion control and one for a wash bay), associated corrosion control shop spaces, vehicle parking sunshades, related site improvements, and incidental related work. Each facility will include site demolition, pavements, fire detection/protection, communications, site improvements, electrical installation and all necessary work to produce a complete and useable facility. �This project will comply with DoD antiterrorism/force protection requirements per Unified Facilities Criteria. The overall Period of Performance (PoP) shall be six hundred and twenty five (625) calendar days from Notice to Proceed (NTP) for the entire scope of work. This project is located at the Al Jaber Air Base in Kuwait. Capabilities Statement is included with this announcement. �Provide your capabilities and experience with not more than five similar projects. �The Capabilities Statement will not be used by the Government to either qualify or disqualify prospective contractors. The D-B-B Full and Open Solicitation is scheduled for release on or about May 15, 2021. �Contract award is scheduled on or about September 30, 2021. Set asides and codes: �The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5million. The Government anticipates awarding a firm-fixed-price contract. The magnitude of construction of this project is between $25 million and $100 million. A pre-solicitation and solicitation announcement may eventually be publicized at the Beta.SAM.gov website. �Contractors are responsible for monitoring the website for the announcements and for any posted changes or amendments.� Be advised that this is a sources sought notice and is not an RFP, nor does it restrict the Government from utilizing a different acquisition approach to award any or all resultant contracts.� The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
