This is a Market Survey is issued in accordance with Federal Aviation Administration (FAA)�Acquisition Management System (AMS) Section 3.2.1.2.1 to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for Electronic Safety Data Sheet (SDS) Contract Solicitation Requirements for the FAA Flight Program Operations (FPO). The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors� expense. Interested firms must be registered in the System for Award Management at (www.betaSAM.gov) At this time the nature of the competition has not been determined.� The FAA may decide to do a full and open competition or set aside for small businesses, service-disabled veteran-owned small businesses or other eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The expected contract is estimated for five (5) performance years with a one-year (or two-year) basic wherein the remaining years would be options.� The principle North American Industry Classification System (NAICS) code for this effort is 511210; Software publishers, with other relevant codes of: 519130, Internet Publishing and Broadcasting and Web Search Portals, and 541511; Custom Computer Programming Services.� Background: OSHA�s Hazard Communication Standard (1910.1200) and Lab Safety Standard (1910.1450) both require Safety Data Sheets (SDS) be readily accessible during each work shift to employees when they are in their work area (s). Further, laboratories, facilities or shops that use chemicals must obtain an SDS that is specific to each chemical used in the workplace. FAA Flight Program Operations (FPO) employs at minimum, 100 aviation maintenance technicians in six aircraft maintenance, repair and overhaul (MRO) facilities around the country.� To meet the OSHA and Lab Standards listed above, FPO requires a service to provide a robust electronic SDS library via several platforms to enable real time access to our chemical inventory.� The service should provide very friendly viewing and search capabilities for all of the organizations� safety data sheets. The site must be properly indexed and linked directly to the chemical inventory database. Vendors shall address the following 3 components within their submittal: 1. Company Information: Please provide your; - DUNS number, small business status (e.g., woman-owned, veteran-owned, etc.) - CAGE Code - Authorized Point of contact, to include: name, title, telephone number, business address, and email address - Proof of SAM registration - Size and type of services provided on previous contracts - Number of years in business - Capability Statement for additional information about your company not addressed in Section 2 below 2. Requirements: The FAA requires the following be clearly addressed to include an answer to the inquiry and a brief discussion that is not limited to how, what, when, or why. Page count (not including cover) for this information is limited to 15 pages (8�x11 one-sided), 12 font (Times New Roman), with a minimum of 1-inch margins) What is your organizations�: Platform preferences Smart app Web based Quick/easy/unfettered access for all employees Ability to upload FPO SDS How does FPO insert our SDS into the system What is the process to add new chemicals into system Ability to develop and maintain an archive of all SDS used by FPO Archive copy maintained by contractor Archive copy provided to FPO annually Ability to update SDS library and notify FPO same day of update How often is it updated How will FPO be notified of updates How is contractor notified by FPO to add new chemicals Ability to train FPO employees on the following: Overall SDS program General HAZCOMM training Specific chemicals by job duties Ability to download SDS documents to desktop or electronic device If documents are downloaded, is there an automatic push to update the download documents Ability to show SDS list by office Approved for use by office Ability to show SDS chemical list by job series or duties The Government requires a �Hot Button� or dedicated �Banner� on the Home Page of the site for easy and quick access to First Aid Instructions/Information. Users would be able to search by chemical or other method to draw attention to the procedures. Please explain how your site would provide for a solution to this need Ability to report back to FPO on the following: System updates Archive updated New additions Programmatic changes Ability to maintain a backup of all FPO SDS sheets What methods are employed to accomplish this backup How does FPO access the backup materials Ensure FPO meets the paperless compliance requirement 3.
