Description
This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), Volcano Science Center, intends to negotiate a purchase order with L&R Meter Service, LLC for upgrade of a Lacoste and Romberg gravimeter D-59. Lacoste & Romberg gravimeter D-59 will be retrofitted with an electronic feedback system capable of continuous output of gravity, long level, cross level, instrument temperature, and voltage. The system will include a serial port for data output and a power system upgrade that allows for operation using lithium-ion batteries as well as external power. Compliance will be measured by the ability of the upgraded system to stream the specified datasets through the serial port and 2 samples per second. USGS VSC requires continuous gravity monitoring for detecting changes at active volcanoes that might indicate signs of future eruptive activity. USGS has access to LaCoste and Romberg gravimeter D-59 via long-term loan through a collaborative agreement with the Royal Netherlands Meteorological Institute. The D-model gravimeter is no longer manufactured. If properly maintained, instrument D-59 should remain operational for more than a decade, but to be used for continuous measurements requires upgrading with an electronic feedback capability, including seal replacement, gear-box rework, thermometer replacement with digital temperature/battery voltage, battery upgrade, damper replacements, and so on. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. L&R Meter Service, LLC is, to the USGS knowledge, the only source who can provide maintenance work on Lacoste and Romberg D- and G-model gravimeters. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541360-Geophysical Surveying and Mapping Services. Responses or inquiries shall only be accepted through electronic mail addressed to yangzhideng@usgs.gov and must be uploaded and received in their entirety no later than April 9, 2021 5PM PST.
