- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, ParvoMedics, Inc. 1043 N East Capitol Blvd, Salt Lake City, UT 84103, as the only responsible source that can provide a metabolic measurement system which is used to collect measurements of oxygen uptake, carbon dioxide production, anaerobic threshold, ventilation and respiratory exchange ratio during both maximal and submaximal aerobic exercise tests. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2021-03 are incorporated. The United States Army Research Institute of Environmental Medicine (USARIEM) intends to procure a firm-fixed-price contract for a Metabolic Measurement System to be able to assess the effects of exposure to environmental extremes (e.g., heat and high altitude) on exercise performance. This product is essential for research on how to improve soldier performance in austere environments that is also compatible with equipment already owned by USARIEM. The maximum estimated dollar amount for the duration of the contract is $103,000.00. The above mentioned DoD Research activity has a requirement for a Metabolic Measurement System that is capable to collect measurements of oxygen uptake, carbon dioxide production, anaerobic threshold, ventilation and respiratory exchange ratio during both maximal and submaximal aerobic exercise tests. This information is critical to the Warfighter�s health and readiness. The Thermal and Mountain Medicine Division at the US Army Research Institute of Environmental Medicine (USARIEM) conducts research aiming to optimize Warfighter performance and health in extreme environments including heat, cold, and high altitude. Ongoing research includes efforts to investigate interventions that result in improved performance in these austere environments. USARIEM is seeking to purchase the Parvo Medics metabolic measurement system to measure indirect calorimetry, oxygen consumption, carbon dioxide production, resting energy expenditure, maximal oxygen consumption, peak oxygen consumption, and or any respiratory test that requires respiratory exchange ratios. Mulitple metabolic measurement carts are necessary to conduct at the new High Altitude Research Lab concurrently with research being conducted at USARIEM. These metabolic carts have been proven to be reliable for the necessary measurements and are the same as the current systems we already use. The use of any other vendor would negate the previous protocols, resulting in a loss of time and effort. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable Metabolic Measurement System is provided by ParvoMedics, Inc. 1043 N East Capitol Blvd, Salt Lake City, UT 84103.
