Description
The Centers for Disease Control and Prevention intends to award a cost reimbursible contact to The University of Arizona for Prospective Cohort to Evaluate the Immunogenicity and Effectiveness of COVID-19 Vaccines among Previously Infected and Uninfected Essential and Frontline Workers in a US State or Region.� The University of Arizona initiated the Arizona Healthcare, Emergency Response, and Other Essential Workers Surveillance Study (AZ HEROES) prospective cohort in August, 2020 and has maintained a cohort of over 3,000 participants. No other existing cohort includes this number and composition of participants required for these evaluations. AZ HEROES also has enrolled a strata of participants with previous PCR- or serology-confirmed infections, which will allow them to meet CDC's need of assessing vaccine performance in the context of prior natural infections. CDC requires that vaccine evaluations be implemented consistent with study design features and methodologies of other CDC-funded COVID-19 pandemic cohorts. AZ HEROES has an ongoing collaboration and coordination with the Research on the Epidemiology of SARS-CoV-2 in Essential Response Personnel (RECOVER) cohorts in 6 US cities. This collaboration and their use of common surveillance and laboratory methods ensures that CDC is able to compare and combine results across cohorts in a valid, reliable, and timely manner. CDC requires this information at the level of a US State or Region in order to capture sufficient population heterogeneity and aid in generalizability. AZ HEROES has enrolled participants in Phoenix and Tucson metropolitan areas and in other semi-urban and rural areas throughout the state, which also allows them to meet this unique requirement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to William Brannen at VWL0@cdc.gov by 11:00 A.M.
