Solicitation Number: HT940220R0005 Closing Response Date:�7�August�2021 �Point of Contact: Primary���������������������������������������������������������� Secondary Evan Zaslow� � � � � � � � � � � � � � � � � � � � � � � � � Marcus Webb Email: evan.j.zaslow.civ@mail.mil or marcus.r.webb.civ@mail.mil Response Date:� 7�August�2021 NAICS: 524114 � Direct Health and Medical Insurance Carriers Place of Contract Performance: TBD based on Contractor location (nationwide) Set-aside Status: None (Full and Open Competition) Anticipated Award Date:� 1 November�2022 Description:�TRICARE is a comprehensive health care program of the Department of Defense (DoD) Military Health System (MHS).� The health care services involved in this acquisition represent a continuing, statutorily defined requirement.� TRICARE health care programs, including the benefit structure and required administrative functions, are codified at Chapter 55 of Title 10, United States Code (U.S.C.), and Title 32, Code of Federal Regulations (CFR) Part 199.� The DoD is responsible for administration of medical programs that provide health care to active duty, active duty family members, retired military members and their families as well as family member survivors.� In order to fulfill this responsibility, DoD provides health care directly through military medical treatment facilities (MTFs) or reimburses for care furnished through private sector health care providers.� This acquisition is to purchase administrative and support services for the receipt of health care from the private sector and for the integration of that private sector care with the DoD direct care system. �DHA is reaching out to industry to help inform future Managed Care Support requirements. �T-5 will deliver medical services and associated administrative support services to support the Military Health System�s (MHS) delivery of an integrated care program that optimizes a ready medical force and a medically ready force.� Data resulting from T-5 supports readiness decision-making by the Chiefs of each military service as well as informing the Secretary of Defense with the costs of delivering the benefit. This is a full and open competitive source selection, using best value trade-off procedures in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense FAR Supplement and the DoD Source Selection Procedures (2016). �The contract awarded will be a hybrid consisting of Fixed-Priced, Fixed-Price Incentive, Cost Reimbursement and Award Fee line items. �The contract will have an 12-month base period for transition-in, eight�1-year option periods for health care delivery, a one 18 month�concurrent contract period for transition-out activities (6 month concurrent to the last option period of health care delivery), and a potential 6-month extension of services permitted per FAR Clause 52.217-8, Option to Extend Services, for a potential total period of performance of 10�years. All responsible sources may submit a proposal. Proposals are expected to be due by 12:00 p.m. (mountain time) on 7�August�2021.
