- Description
- This is a pre-solicitation notice for Operational Support Services for New England and Puerto Rico.� This is not a solicitation, or a Request for Quotation and no contract will be awarded from this notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. � The U.S General Services Administration (GSA), Public Buildings Service (PBS), Region 1 requires Operational Support Services for the New England Region and Puerto Rico. Required services will be performed on-site in Federal Buildings located in Boston, MA and Puerto Rico, with the flexibility for certain positions to work remotely if necessary (e.g., an active pandemic). This requirement will be set-aside for Woman Owned Small Business (WOSB) concerns and will be solicited in accordance with the procedures set forth in the Federal Acquisition Regulation (FAR) subpart 8.405-2 under the Multiple Award Schedule (MAS), Professional Services � Business Administrative Services; Category 541611- Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services on or around April 15, 2021. This beta.sam notice will be made inactive and the RFQ will posted on GSA Ebuy in accordance with FAR 8.405-2. The North American Industry Classification System (NAICS) code for this procurement is 541611-Administrative Management and General Management Consulting Services. The resulting contract may be both a Firm Fixed Price (FFP) and a labor-hour contract, whereby the Full-time positions will be FFP, and the Part-time position will be based on labor-hours. The intended period of performance will be for one (1) year, plus four (4), one (1) year options. Procurement. The GSA requires a total of nine (8) full-time positions and one (1) task-based�position that will perform the tasks described below. The contractor shall follow all labor laws and regulations as set forth by the Service Contract Labor Standards (SCLS) as it applies to the stated Contract disciplines: Administrative Assistant (5 full-time positions). In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials. Secretary (2 full-time positions). This position provides principal secretarial support in an office, usually to one individual, and, in some cases, to the subordinate staff of that individual. The Secretary maintains a close and highly responsive relationship to the day-to-day activities of the GSA office staff, works fairly independently receiving a minimum of technical and task related instruction, and performs various clerical and secretarial duties requiring knowledge of office routine and an understanding of the organization, programs, and procedures related to the work of the office. Computers may exist in the environment, requiring working knowledge of certain office software programs. Engineering Technician (1 full-time position (Boston) (1 task-based position (Puerto Rico)). To be covered by these definitions, employees must meet all of the following criteria: Be able to provide semiprofessional technical support for engineers working in such areas as research, design, development, testing, or manufacturing process improvement. Work pertains to electrical, electronic, or mechanical components or equipment. These technicians are required to have some practical knowledge of science or engineering. Some positions may require a practical knowledge of mathematics or computer science. Included are workers who prepare design drawings and assist with the design, evaluation, and/or modification of machinery and equipment. Excluded are: a. Production and maintenance workers, including workers engaged in calibrating, repairing, or maintaining electronic equipment (see Maintenance Electronics Technicians); b. Model Makers and other craft workers; c. Quality Control Technicians and Testers; d. Chemical and other non-engineering laboratory technicians; e. Civil Engineering Technicians and Drafters; 106 f. Positions (below Level I) which are limited to simple tasks such as: measuring items or regular shapes with a caliper and computing cross- sectional areas; identifying, weighing, and marking easy-to-identify items; or recording simple instrument readings at specified intervals; and engineers required to apply a professional knowledge of engineering theory and principles.
