PRESOLICITATION NOTICE������������������������������������ ����������������� SOLICITATION: FA5000-21-R0002 The 673d Contracting Squadron, Joint Base Elmendorf-Richardson ABW, Alaska intends to solicit for fixed wing aerial target banner tow flight services on Joint Base Elmendorf-Richardson, Alaska. DESCRIPTION This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The 673rd Contracting Squadron has a non-commercial requirement for one (1) contractor owned fully-operated and maintained fixed wing aircraft for aerial target banner towing services on Joint Base Elmendorf-Richardson (JBER). The aircraft shall be certified for Aerial Target Towing (not to be confused with Banner Towing) by the Federal Aviation Administration (FAA). The aircraft must also possess the ability to takeoff with a 40-foot, 61 pound Target Banner in tow and maintain a minimum 200 knots indicated air speed (kias) while flying at an altitude ranging from 5,000-20,000 feet Mean Sea Level (MSL) for a minimum of three hours. Additionally, the aircraft must be able to maintain a speed of 200kias in a 45 degree bank turn with the aerial target banner in tow. There will be a three (3) hour requirement including transit time to and from the Military Operating Area (MOA) with a minimum on-station time of one hour. The Contractor must have the capability to release the Aerial Target Banner while airborne either over JBER in a pre-determined location (coordinated between the Government and Contractor at time of each mission) or in the MOA in the event of an emergency. If the Contractor requires modification(s) to an aircraft in order to tow and release the target banner, they must meet all FAA regulations by obtaining a Design Engineering Representative (DER) certification (or similar) for the purposes of aerial target towing. The Contractor is responsible for all engineering, aircraft modification, flight testing, aircrew training and FAA certification costs. The Contractor shall possess a Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., air speed, 45 degree bank). Specific certifications will be outlined in the solicitation. The contract aircraft must have a Standard Airworthiness Certificate for aerial target banner towing and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. The Government anticipates awarding one (1) Indefinite Delivery Indefinite Quantity (IDIQ) Fixed-Price (with Economic Price Adjustment) contract. The contract will have an estimated five year ordering period from 1 July, 2021 through 31 May, 2026. The anticipated issue date of the solicitation is 30 April 2021, with a projected closing date thirty days after solicitation is posted. The previous contract, FA5000-20-D-0008, for this requirement was awarded to Advanced Aerospace Reconnaissance. This acquisition will be accomplished in accordance with FAR Part 15, Contracting By Negotiation. This Request for Proposal will be solicited as full and open, using NAICS 611512 and PSC U013. It will be a requirement that the successful awardee be registered in the System for Award Management (SAM), at time of proposal.
