- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. � This synopsis/solicitation 1305M221Q01452 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and National Marine Fisheries Service (NMFS), Protected Species Branch (PBS), Woods Hole, MA 02543 requires the service of a Charter Vessel as a platform to assess the status of the North Atlantic Right Whales.� The Contract Period of Performance is a Base Period of 21 consecutive days with an Option for 5 additional days if needed/required.� The desired timing and length of cruise is 21 consecutive days between July 15, 2021 and September 25, 2021. The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer.� This RFQ is being issued full and open.� The associated NAICS code is 483112, Deep Sea Passenger Transportation, with a business size standard of 1,500 employees.� Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote:� The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any. A completed copy of the representations and certifications at FAR 52.212-3.� � Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 5:00 P.M. Eastern on April 13, 2021; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.� Offers must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov.� All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 2:00 P.M. Eastern on April 8, 2021. Telephonic requests will not be honored.
