- Nitrox Compressor for Scuba Cylinders, Kalaupapa National Historical Park, Molokai, Hawaii This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation No. 140P8221Q0016 is issued as a Request for Quotation for a Nitrox Compressor for SCUBA Cylinders for Kalaupapa National Historical Park, Molokai, Hawaii. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05D dated 3/10/2021. This acquisition is a 100% small business set aside, using NAICS 339920, Sporting and Athletic Goods Manufacturing, size standard 750 employees. The contractor who is selected for this project will provide all equipment and transport/logistics necessary to meet the requirements of the attached Scope of Work (SOW)/Specifications. Item shall be delivered to Pier 39/40 on the island of Oahu for transport to Kalaupapa National Historical Park on the park's annual barge. Quote must include all shipping and handling costs for FOB Destination delivery to Pier 39/40. The following provisions/clauses apply to this acquisition and are attached or incorporated by reference: The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this offer. If your annual representations and certification have not been completed electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal, please provide a completed copy of your representations and certifications pursuant to FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with your offer. The clauses at FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses cited and incorporated by reference: FAR 52.209-2, 52.209-10, 52.217-8, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-42, 52.222-50, 52.222-62, 52.225-25, 52.232-40, 52.252-2 and the following clauses in paragraph (c) 52.222-41, 52.222-55. Additionally, FAR 52.204-24, 52.204-25, and 52.204-26 apply to this solicitation and resulting contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability/Compliance with SOW Requirements (ii) Past Performance (iii) Price Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. If an offeror receives a rating of unacceptable, they will not be considered for award. Please submit product literature/information on the item you are offering with your price quote. Line Item: Item #/Price Per Job (see also SF-18) 00010 Nitrox Compressor for SCUBA Cylinders 1 EA $______________ Note: The above price must include FOB Destination shipping and handling costs to Pier 39/40 in Honolulu on the island of Oahu. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
