Description
The United States Government Publishing Office (GPO), in collaboration with its partner the Department of State, Bureau of Consular Affairs (DoS), has a requirement for passport cover material containing a contactless Integrated Circuit (IC) with an antenna assembly identified in this document as an eCover.� To meet this requirement, Contractors shall manufacture and deliver the product, eCover, in a 3-up configuration, referred to in the solicitation�document as a 3-up eCover sheet.� It is imperative that the Contractor note and differentiate the distinction between these two configurations as key technical, pricing, delivery and quality specifications pertain to eCovers, 3-up eCover sheets or both. When sizing, format or delivery are critical, 3-up eCover sheets will be specified otherwise the term eCover will be used generally. This requirement will support the Government�s ongoing effort to produce and manufacture electronically enabled passports, hereafter referred to as ePassports.� The Contractor shall provide required products and services to support an internationally interoperable ePassport that shall be compliant with the specifications of the International Civil Aviation Organization (ICAO), see Section C6.1. The eCover shall also have an International Organization for Standardization (ISO) 14443 Type A or Type B contactless IC/antenna assembly in the back cover.� The Contractor shall also provide materials that will be used in the fabrication of the U.S. ePassport. These materials include 3-up eCover sheets, Software Development Kits (SDK), and technical support.� The Contractor may also be required to travel.� Travel shall be preapproved and is subject to MMAR Part 31, 205-46 and Federal Travel Regulations (see solicitation for further details).�
