Description
Agency/Office: U.S. General Services Administration � Public Buildings Service (PBS) Location: Region 3 Acquisition Management Division (47PD00) Title: Multiple Award Indefinite Quantity/Indefinite Delivery (IDIQ) Contract with Design/Build Capabilities for Central and Western Pennsylvania Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror�s ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors for the following proposed procurement. Summary: The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, has identified a need for a Multiple Award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle for the provision of repair and alteration construction services to government owned and leased facilities throughout Pennsylvania. The Government�s intent is to issue one (1) solicitation resulting in two (2) separate multiple award contracts (MACs) for each of the following two (2) stipulated geographic areas : Central Pennsylvania: including the counties of Potter, Clinton, Centre, Huntingdon, Fulton, Franklin, Blair, Huntington, Bedford, Adams, York, Lancaster, Berks, Montgomery, Lehigh, Northampton, Monroe, Pike, Wayne, Susquehanna, Bradford, Tioga, Lycoming, Montour, Union, Snyder, Mifflin, Juniata, Perry, Cumberland, Dauphin, Lebanon, Schuylkill, Carbon, Luzerne, Lackawanna, Wyoming, Sullivan, Columbia, and Northumberland.� Western Pennsylvania: including the counties of Erie, Crawford, Mercer, Lawrence, Beaver, Washington, Greene, Fayette, Westmoreland, Allegheny, Butler, Armstrong, Clarion, Venango, Warren, Forest, Jefferson, Indiana, Somerset, Cambria, Clearfield, Elk, Cameron, and McKean; as well as, Ohio County, West Virginia.� In the two (2) geographic areas identified above, GSA Region 3 PBS intends to award no less than four (4), but no more than six (6), Firm Fixed Price (FFP) IDIQ contract awards for a base ordering period of one (1) year, with four (4) additional one-year option periods, not to exceed a total of five (5) years. Each awardee will be guaranteed a minimum of $2,500.00 for the base year only. The total value of all awarded contracts awarded in a particular geographic area,� (base period and four option periods) shall not exceed the Maximum Ordering Limit (MOL) of $6,000,000.00. Typical projects will range from $2,500.00 to $250,000.00.� Description of Work: The scope of this proposed procurement includes the provision of the following services: 1. Construction services, including, but not limited to: general office renovation; interior construction; exterior construction repair; general repair and alteration work; installation of new and the alteration of existing power panels; carpet and carpet tile replacement; painting; HVAC ductwork modification; modification of existing building fire sprinkler systems; plastering and plaster repair work; sidewalk repairs/replacement; asphalt/concrete paving; ability to provide asbestos assessments and any environmental remediation work such as mold remediation, asbestos abatement, or lead abatement; 2. Alteration services, including, but not limited to:� electrical, carpentry, masonry, plumbing, mechanical, architectural, landscaping, storm drainage, exterior restoration, waterproofing, re-pointing, cleaning, and sealing; roofing involving installation, repair and alteration, and removal; and paving relevant to property and roads owned, leased or otherwise under the control of GSA, or other authorized Federal agencies; and other task order related work; and 3. Design work incidental to construction, as well as design/build work, are included. This proposed procurement is anticipated to be set aside for small businesses under FAR 19.502-2. ID/IQ contracts will be awarded to responsible offerors whose proposals offer the best overall value to the Government.� The NAICS code applicable to this proposed procurement is 236220 and the annual small business size standard is $39.5 million. If the Government proceeds with issuing a solicitation, the Government intends to conduct price analysis using� the ""Job Order Construction (JOC)"" approach.� In this approach, offeror's would propose a bid factor to be used in conjunction with RSMeans Facilities Construction Data Set to establish line item pricing at the Task Order level. Price proposals will be evaluated to determine the reasonableness of the offeror's bid factor by comparing it with the Independent Government Estimate (IGE) and with other bid factors received in response to the solicitation.� A price analysis will be performed in accordance with FAR Part 15.404-1. Price shall be evaluated but will not be assigned a weight. The total evaluated price will be used in the determination of any price-technical trade-offs. The solicitation is anticipated to be issued on or around May 27, 2021. The solicitation closing date will be approximately 30 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. All information, amendments and questions concerning this solicitation will be electronically posted at http://www.beta.sam.gov under Contract Opportunities. Experience Sought: Please note that the requirements outlined above are under consideration and may be revised if the Government chooses to issue a solicitation. They are stated here for the purposes of showing the type of experience that is sought in response to this Sources Sought Notice. In responding to this Sources Sought Notice, please provide information pertaining to your firm's construction experience by providing a list of three successful projects ranging in total value from $2,500.00 and $250,000.00. The total contract value for two (2) of the three (3) projects must be between $2,500.00 and $75,000.00, and the total contract value for one (1) of the three (3) projects must be between $75,000.01 and $150,000.00.� Each project must have been completed within the last (3) three years in an occupied building.�� Each referenced project should involve the type of work and working conditions outlined in the �Description of Work� section above. Please provide the following information for each of the three projects:� Name, location, and brief description of project Project start date, completion date, and total contract dollar amount Indicate whether your firm was the prime contractor� Identify whether the project was a Federal Government project Identify whether the project was a task order off of an Indefinite Delivery Indefinite Quantity (IDIQ) contract Please provide the following additional information about your firm: DUNS Number Business size pertaining to NAICS Code 236220 Socio-economic small business category (if applicable) Describe your firm�s ability to obtain a payment / performance bond of $250,000.00 Indicate whether your firm would be interested in submitting a proposal in response to a Request for Proposal (RFP) consistent with the requirements outlined above that was set aside for small business concerns as a general small business set-aside OR as one tailored to your firm�s particular small business concern type; such as:� Veteran-Owned Small Business Concern; Service Disabled Veteran-Owned Small Business Concern; Woman-Owned Small Business Concern; HUBZone Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published. A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer.
