Description
REQUEST FOR INFORMATION RAPID DNA WORKFLOW BOOKING STATION SOLUTION The Federal Bureau of Investigation (FBI) issues this Request for Information (RFI) to conduct market research for information and planning purposes to determine the existing market capability of businesses to provide services related to Rapid DNA implementation in a booking station environment.� The Government intends to award a contract under a separate solicitation, but with this notice wants to obtain capabilities, delivery, or other market information for planning purposes.� All interested, capable, and responsible are encouraged to submit a response to this notice. Introduction The FBI Federal DNA Database Unit (FDDU) plans to establish working relationships and agreements with entities having established capabilities, expertise, and experience utilizing Rapid DNA devices to process DNA samples and integrate the flow and merging of sensitive information from the devices to secure networks.� If not already federally funded to perform such services through existing relationships (i.e., existing Memorandum of Agreement (MOA) or by contract), the FDDU may seek to establish a MOA or an appropriate financial/contractual arrangement to obtain such services, as requested by the FDDU on behalf of the FBI.� Background The mission of the FBI, Laboratory Division (LD), FDDU is to serve the greater forensic community by aiding investigations through hit confirmations against individuals whose profiles are in the National DNA Index System (NDIS).� To accomplish this, agencies submit blood or buccal samples to the unit from individuals who are required by law to do so.� FDDU then produces a DNA profile for each of these individuals and uploads it to NDIS, which is part of the Combined DNA Index System (CODIS). Concept of Operation The technology exists to perform the DNA analysis described above in a faster manner, and at the time of a subject�s booking.� Rapid DNA technology was developed to facilitate the analysis of DNA samples in approximately 2 hours, as opposed to the longer time interval required within the forensic Laboratory.� This technology was expanded to include the booking station environment.� At the booking station, a subject�s DNA sample may be processed and uploaded to CODIS, while the subject is still undergoing the booking process.� To further support the federal booking stations, the FDDU needs to establish a solution for combining the Arrestee Enrollment Format (AEF) file, identity information, and DNA data to create a Rapid Common Message Format (rCMF) file for upload to the CODIS Rapid Enrollment (CRE) application.� This capability would enable the FDDU to establish an automated workflow for FBI federal booking agencies. Requirements The government requests that the contractor provide information on all services related to Rapid DNA analysis forensic applications.� Specifically, the FDDU would like to know how the contractor can assist the Unit with developing an automated Rapid DNA solution for FBI booking facilities.� The solution will require the merging of the AEF file information to the Rapid DNA profile information for intake into the CRE application, if given the following information: The FBI federal booking agencies utilize the Joint Automated Booking System (JABS) and LiveScan for electronic fingerprint processing. The FBI federal booking agencies can produce an automated AEF file (xml format) through JABS. The AEF is sent in near real time as an email attachment along with the identity verification package. JABS, LiveScan, and the CRE application are installed on a computer connected to a secure network. Rapid DNA devices or software cannot be directly connected to or installed on the network. The entity performing Rapid DNA analysis would be required to: Adhere to the FBI Rapid DNA documents listed in the last section of this document. Provide approved Rapid DNA instrumentation. Provide a complete communication solution for combining AEF information from a secure network and merging information with the DNA profile to create a rCMF. Communicate merged information back to the secure network without a Rapid DNA device or Rapid DNA software residing on the secure network. Response All questions regarding this RFI shall be submitted by email to Supervisory Contract Specialist Jerry Varnell at jdvarnell@fbi.gov. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement.� This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request.� The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation.� In accordance with FAR 15.202(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.� All information received in response to this RFI marked proprietary will be handled accordingly.� Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. HOW TO RESPOND:� Firms that wish to respond to this RFI shall provide the following information: (1) A brief summary of the responder�s ideas and suggested improvements being offered in response to this RFI; (2) A statement indicating an interest and the capability to provide the services as described; (3) A technical approach to perform the required services described above; and (4) A rough order of magnitude of the cost for Rapid DNA services as described in the RFI. Description of Information Requested All vendors with an appropriate product or products are invited to submit a Capability Statement and contact information.� The Capability Statement should discuss the services� capabilities as they relate to the potential requirements.� Vendors with a GSA schedule should provide the contract number, schedule and SIN if able to provide the services on schedule.� In your response please identify solutions that require custom design and those that can be met with commercial off-the-shelf products (COTS). Please include product names and identifying numbers of COTS products.� All proposed solutions should be in accordance with the following FBI Rapid DNA documents:� The Standards for the Operation of Rapid DNA Booking Systems by Law Enforcement Booking Agencies, National Rapid DNA Booking Operational Procedures Manual, CODIS Arrestee Enrollment Format Interface Specification Document, CODIS Rapid Import Common Message Format. Responses shall be limited to no more than 20 pages with 12-point font, not including cover letter, cover page, and table of contents.� Reponses shall also include company name and business size (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), technical and administrative points of contacts, telephone numbers, and email addresses with your inquiry.� Please submit responses via email in Microsoft Office Format by 08:00 AM eastern time, June 5, 2021 to Jerry Varnell at jdvarnell@fbi.gov. NOTE: Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses.� However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and the FBI may contact one or more respondents for clarifications and to enhance the Government�s understanding.� This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
