- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� The Army Contracting Command-Redstone Arsenal , in support of the Utility Helicopters Project Office (UHPO) intends to award, on a sole source basis, an increase to the ceiling value of the existing Indefinite Delivery Indefinite Quantity (IDIQ) Support Services Contract W58RGZ-19-D-0079, in support of all variants of the H-60 aircraft for the Army, Department of Defense (DoD) agencies, Foreign Military Sales (FMS), and Other Government Agencies with Sikorsky, A Lockheed Martin Company, 6900 Main Street, Stratford, CT, 06615, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.�� The expected period of performance remains the same, through June 2024.� The subject efforts include, but are not limited to the services and incidental material necessary to simultaneously integrate multiple components and subsystems into the weapon system. This Sources Sought is not a request for competitive proposals.� It is a notice that outlines the Government�s intent to award the IDIQ contract ceiling increase on a sole-source basis to Sikorsky, A Lockheed Martin Company. �However, any vendors interested in subcontracting opportunities should contact Sikorsky.� �Competition of this ceiling increase is not possible because this increase is to the existing W58RGZ-19-D-0079 IDIQ contract.� Additionally, the Government does not own the complete H-60 Technical Data Packages (TDPs) that established the current and baseline H-60 MDS configurations, including system/subsystems drawings, tooling drawings, software source code or models and simulations. The vendor must be capable of complying with the Safeguarding of Controlled Unclassified Technical Information clause in Defense Federal Acquisition Regulation Supplement 252.204-7012, have a Cybersecurity program that follows the National Institute of Standards and Technology Framework for Improving Critical Infrastructure Cybersecurity document, at a minimum, and subsequent compliance assessments performed by the Government.
