- Introduction: The Great Lakes St. Lawrence Seaway Development Corporation (GLS or Corporation) is a wholly-owned government corporation within the United States Department of Transportation (USDOT) which owns, operates and maintains the U.S. portion of the Great Lakes/Saint Lawrence River navigation system from Lake Ontario to Montreal, Canada. The GLS navigation system infrastructure comprises of Eisenhower and Snell Locks, approximately 120 miles of Saint Lawrence River navigation channel, 200+ fixed and floating navigation aids, and marine floating plant (two crane barges, two tugs, several small craft and sectional barge units).� This infrastructure is maintained through the GLS Support Facilities, which is the subject of this Facilities Master Plan RFI. Purpose: The Great Lakes St. Lawrence Seaway Development Corporation (GLS or Corporation) is seeking sources for small businesses qualified to prepare a Facilities Master Plan for ongoing and future GLS use needs. Background: A brief description of the GLS Support Facilities follows: General: The SLSDC Support Facilities comprise 34 major operation, administrative, maintenance and storage buildings with connecting roadways and associated grounds at four separate physical locations in the Massena, New York.� The buildings were constructed at various dates from the late 1950�s to the 2010�s and most have been altered from their originally constructed configuration as needs have changed over the years. The predominant type of building construction is low-rise steel framed masonry for the lock operations, office and facility maintenance shop buildings, and steel for the storage and vehicle/heavy equipment shops. Petroleum products are stored in aboveground facilities at the Maintenance Facility and Eisenhower Lock. Hazardous waste storage and waste oil management is conducted at the Maintenance Base.� The reference drawings show the general physical layout of the facilities and more detailed drawings will be provided as needed. Specific Facility Structures: These include: �Eisenhower and Snell Locks: Upstream and downstream control houses, Hands-Free Mooring�� (HFM) Buildings,�� �Center Buildings, the Eisenhower Lock Vessel Traffic Control (VTC) building Compressor/Electrical Building, Visitors� Center Building, miscellaneous small outbuildings, associated roadways and parking areas, highway tunnel under the lock, utilities. Specifically, to be excluded from consideration in the Facilities Master Plan are the concrete lock structures, the teel hydraulic structures and associated operating machinery (lock gates, valves, etc.) and the marine floating plant. Marine Base/Maintenance Facility: All buildings, structures and grounds, excluding those comprising the Spare ��Gate Facility (�Snug Harbor�). Administration Building: Located in the Village of Massena, New York.� Facility Activities: The activities carried out at the SLSDC support facility include: Maintenance and repair of civil, mechanical, electrical and electronic navigation structures and equipment at both the Maintenance Base shops and in place at the locks. Maintenance of the buildings and grounds and the associated physical infrastructure. � Maintenance and repair of motor vehicles, heavy equipment and floating plant. � Maintenance and repair of floating plant (tugs, barges, navigation buoys, and small craft). � Administrative functions. In the near future, GLS plans to issue a Request for Proposals (RFP).� GLS intends to evaluate proposals based on 1) Technical Competence 2) Past Performance and 3) Price.�� � Project Scope: The Great Lakes St. Lawrence Seaway Development Corporation (GLS)intends to award a firm fixed price contract for a firm to prepare a Facilities Master Plan for ongoing and future GLS facilities use needs. The Facilities Master Plan shall have an organized structure for documenting the analysis and recommendations for the existing and future facility use needs. The Facilities Master Plan shall include the following scope of work, but not be limited to: Evaluate facilities to gain an in-depth knowledge of current and future needs. Analyze future needs for 5, 10 and 20-year time periods. Identify deficiencies in existing facilities including current physical conditions and space utilization. Recommend appropriate modifications to existing facilities and/or construction of new facilities to meet future needs. For each existing facility, regardless if there is a recommendation to modify it, complete a survey of the condition of the facility and future major renovation and maintenance requirements. Use Federal sustainability design guidelines to identify potential energy conservation improvements for existing, modified or new facilities. Develop associated preliminary costs and schedules for the above items for implementation planning purposes. Submission: RFI: Interested firms shall submit the following for this RFI: Please e-mail a capability statement and other relevant information. Provide your company name and point of contact. Provide a list of three references and a list of three relevant projects related facilities master planning. The e-mail subject must contain Facilities Master Plan RFI in the subject line. Questions regarding this announcement shall be submitted in writing by e-mail to jason.brockway@dot.gov and katie.maloney@dot.gov. Verbal questions will not be accepted and the GLS will respond to questions at its discretion. All communications will be sent via e-mail and shall not contain proprietary information.� All responses shall be submitted prior to April 15, 2021, 2:00 pm (ET) to jason.brockway@dot.gov and katie.maloney@dot.gov. Vendors who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgement of receipt. The GLS reserves the right to review late submissions but makes no guarantee that they will be reviewed. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The RFI is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP) or a promise to issue an RFQ or RFP. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense.
