- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.5, with General Electric Corp. 3000 N. Grandview Blvd, W-443, Waukesha, WI 53188. ��G.E. is the only responsible source that can provide the Duel-energy X-ray Absorptiometry (DXA) scanners. The need for continuity and minimal data variability is important to the Government.� The equipment being procured is the same as equipment currently being used in other field studies examining similar parameters.� This data will be combined with data collected from other sites using identical equipment.� Inter-unit variability of systems from different manufacturers could cause inaccuracies with analyses and output measures.� This work is in support of priorities necessary to meet critical Agency, DoD and Army requirements.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2020-06 are incorporated. The U.S. Army Research Institute of Environmental Medicine (USARIEM) intends to procure a firm-fixed-price contract. �The request is to purchase three General Electric (GE) Lunar Prodigy DXA scanners with accompanying software and accessories.� This requirement is in support of large scale field study comparing various methods of measuring body composition.� The data collected in this study will also be compared with data collected in another field study, in which we are currently using GE Lunar Prodigy DXAs.� In order to maintain data consistency, we are requesting to purchase three (3) GE Lunar Prodigy � Pro DXAs to collect data at a different field location. GE is the only manufacturer of the Lunar Prodigy - Pro DXAs. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Late responses will not be reviewed.
