- This is NOT a Request for Proposals (RFP). This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement posted in accordance with FAR Part 5.203, with respect to the mandatory requirement for a 15-day pre-solicitation notification. The Federal Highway Administration (FHWA) has a requirement entitled, �Intelligent Transportation Systems - Joint Program Office�s (ITS-JPO) Intelligent Transportation Systems Technical Support Services.� ANTICIPATED CONTRACT TYPE(S) The FHWA intends to award two or more indefinite delivery/indefinite quantity (IDIQ) contracts allowing for Firm Fixed Priced (FFP), Time & Materials (T&M), and Labor Hour (LH) Task Orders. The anticipated contract ordering period will 60 months (5 years), with a total ordering ceiling of $200,000,000, shared across all anticipated contracts. NAICS CODE The NAICS of 541990, All Other Professional, Scientific, and Technical Services, if applicable to the anticipated acquisition. OVERALL OBJECTIVE and SCOPE The objective of the anticipated contracts is to provide subject matter expertise, skills and capabilities, and contextual experience to assist in delivering the ITS Program in the following program areas: ITS-Specific Expertise: - Emerging and Enabling Technologies - Data Access and Exchanges - Cybersecurity for ITS - Automation; - Complete Trip (ITS4US) - Accelerating ITS Deployment - ITS Evaluation - ITS Professional Capacity Building - ITS Architecture and Standards - ITS Communications Knowledge, Skills and Capabilities in the following broad areas: - Program and Project Management Support - Data Management and Support - Technical Analysis Support - Systems Engineering Support - Policy, Institutional, Regulatory and Legal Support; - Business Planning and Financial Services Support - Artificial Intelligence, Cybersecurity, and Telecommunications Spectrum Support; and - Communications and Outreach Support. Contextual Experience in the following broad areas: - International - US Government Legislative and Executive Branches - Regional, State and Local/Tribal Governments; - Innovative Research Identification and Delivery - Technology Transfer and Training (T3) - Requirements Development Support - Program management, Startup and Transition. The Contractor shall provide all personnel, equipment, supervision, and other items and services necessary to provide technical and programmatic support services, on a task order basis, in support of the mission of the ITS JPO. The Contractor shall analyze technical, programmatic, and administrative issues and provide technical support as required by the ITS JPO, other operating USDOT Administrations, and other stakeholders who partner in the JPO�s mission and vision. The Contractor shall also be required to conduct special studies on policy and technical matters, research and evaluations related to and in support of the ITS JPO�s program activities that raise awareness and understanding of ITS technologies and services, including (but not limited to) development and use of technical tools, including models and computer aided instruction; develop and apply modeling, data analysis and other analytical techniques, technology transfer and technical assistance, including development and delivery of training, to state and local transportation professionals; and for program assessment including project evaluation, performance measurement and process improvement. In addition, the Contractor shall be required to work with ITS JPO partners and stakeholders to support and coordinate programs and activities. However, all decision-making and program management authority shall remain with the Government. SOLICITATION The solicitation will be released electronically only via this Government Point of Entry (GPE) otherwise known as BetaSAM.gov or https://beta.sam.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation or questions will be entertained at this time.
