Description
This is a combined synopsis/solicitation for a commercial service in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation.� Request for Quotes (RFQ) are being requested and a hard copy of the solicitation will not be issued.� A copy of the complete solicitation package, RFQ 12RADZ21Q0001 is attached.� This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2021-02 effective 2 Oct 2020. The U.S. Department of Agriculture, Rural Development ((RD) intends to award one Purchase Order for the commercial service as described in Statement of Work (SOW), Attachment 1. The service/work will include onsite demolition, complete removal and disposal of a residential building, porch, garage, and other site property improvements as described in the SOW. � The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items, applies to the acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offers the lowest overall price in accordance with FAR 52.212-2 Evaluation�Commercial Items, page 12 of the solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications � Commercial Items applies to the acquisition. Insert �NONE� in paragraph (b) of FAR 52.212-3, Attachment 4, if the offeror has completed the annual reorientations and certifications electronically in the System for Award Management (SAM) and provide pages 1-4 only with the offer.� If the offeror has not completed the representations and certifications in SAM or has changes, they must complete all of FAR 52.212-3, Attachment 4 and return with their offer. The� clauses at FAR 52.212-4 Contract Terms and Conditions applies to the acquisition as well as FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders � Commercial Items; the additional clauses under 52.212-5 have been �X� if they apply. Offerors must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through at https://www.sam.gov/SAM/. Registration in SAM is free. If you need help with your registration, please contact the Procurement Technical Assistance Center (PTAC). The Procurement Technical Assistance Program was authorized by Congress in 1985 to expand the number of small businesses capable of participating in Government contracts. They will assist you with your registration for no cost. The PTAC website is http://www.aptac-us.org/contracting-assistance/.� This acquisition is a Total Small Businesses Set-Aside. The North American Industry Classification System (NAICS) Code is 238910 with a small business size standard of $15.0M. This size represents the previous three years revenue as defined at this Small Business Administration page: http://www.sba.gov/content/table-small-business-size-standards. Your firm plus all affiliates must have a total average revenue at or below this size. This NAICS code must be included in your SAM registration with a code of ""Y"", regardless of other codes you include in your registration. Submit signed and dated offers by 2:00 p.m. Mountain Time on April 5, 2021 to gary.brown3@usda.gov. Offers submitted in hard copy or by fax will not be accepted. It is the offeror's responsibility to verify that the proposal is received on time. All proposal files must use the following naming convention: RFQ12RADZ21Q001+ Offeror Name + Document Name.filetype. Prospective Offerors should submit any questions regarding this solicitation by e-mail to gary.brown3@usda.gov��no later than 1:00p.m. Mountain Time, March 25, 2021. Questions received after that date may not be answered prior to the date established for the receipt of proposals. The Contracting Officer will return a signed contract via email to accepted offeror. Those not accepted will be notified by email.
