Description
Amendment 1 - The purpose of this amendment is to extend the solicitation closing date and post contractor questions and answers. - This solicitation closing is extended from November 6, 2020 to November 12, 2020 at 1500 EST. - The following contractor questions with responses are provided below: 1) Q: What is the estimated tonnage of material received at the DLA�site? What is the maximum daily received? what is the maximum amount of scrap that is authorized to be on site at the current DLA facility at any one time? A: Part 1:� current inventory estimated a 1.24M Lbs (contract lapse gap). Part 2: �daily estimates = 1K lbs. Part 3: maximums at any one time = 10-20K lbs. 2) Q:�Does the scrap on site at the beginning of the contract need to be�separated by individual CLIN or is it already separated and just needs to be hauled to a scrap recycling facility? A: Property currently separated by CLIN and ready for removal. 3) Q: Is the initial scrap quantities that are on site at the beginning of the contract included in the CLIN quantities provided? Is it to billed at the same rates as listed in the base period�Schedule of Prices?� A: Part 1 � Available Quantities for the based period are listed w/in Bid Schedule. Part 2 � Based Period will be billed based on price award. ________________________________________________________________________________________________________ Combined Synopsis/Solicitation SP450021R0002 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i?xvi). Work will consist of the removal, transportation, and disposal of scrap materials located on, or around military installations as listed on this contract in the territory of Guam. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�Solicitation SP450021R0002 is issued as a request for proposal (RFP). (iii)�This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020?09 Effective August 27, 2020. (iv)�This acquisition is being issued for Full and Open competition; the associated NAICS code is 562219. (v)�See Attachment 1 for the Price Schedule. (vi)�See solicitation SP450021R0002 for a Description of the Requirement and PWS. (vii)�The contract is anticipated to have a 30?month base period from 29 January 2021 to 29 July 2023 and a 30?month Option period. (viii)�The provision at FAR 52.212?1, Instructions to Offerors ? Commercial, applies to this acquisition. See solicitation SP450021R0002 for addenda to the provision and Attachment 2 for the Past Performance Questionnaire. Be advised, IAW FAR 52.212-1(g), Contract Award, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (ix) The provision at 52.212?2, Evaluation ? Commercial Items, applies to this acquisition. See solicitation SP450021R0002 for addenda to the provision. (x)�Offerors are advised to include a completed copy of the provision at FAR 52.212?3, Offeror Representations and Certifications ? Commercial Items, Alternate I, with your offer. (xi)�The clause at 52.212?4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. (xii) The clause at 52.212?5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. See solicitation for 52.212?5 clauses applicable to this acquisition. (xiii)�See solicitation SP450021R0002 for additional contract terms and conditions. (xiv)�The Defense Priorities and Allocations System (DPAS) is not applicable. (xv)�Proposals are due by 1500 EST on November 6, 2020. Proposals shall be emailed to kayla.desvoignes@dla.mil and hazardouscontractswest@dla.mil. See solicitation SP450021R0002 for proposal submission requirements. (xvi) Offerors must submit all questions regarding this solicitation in writing via email to Ms. Kayla DesVoignes at kayla.desvoignes@dla.mil. The cut?off date for the receipt of offeror questions is noon Eastern Time, October 21, 2020. Questions received after that time may not receive an answer.
