- ****CHANGE LOG 1 dated 1 April 2021**** The purpose of this amendment is to add the Final Drawings with the required revisions. The drawings are added to the attachment section of this solicitation, labeled ""Final Drawings R1 B212 Tool Storage"".�The specific drawings that were revised are: - Drawing E4.01� - Drawing E6.01� All revisions to the drawings are identified within.� All other terms and conditions remain unchanged.� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; quotes are being requested and no paper copies of the solicitation will be available. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05. This combined synopsis/solicitation is being issued as a tiered evaluation with the following tiers in priority order: 1) small business 2) Other than small business. For the small business tier, the North American Industrial Classification Standard 238210 applies to this solicitation; business size standard is $16.5 Million. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. Funds�are not presently available for this acquisition. No contract award�will be made until appropriated funds are made available. The Minnesota Air National Guard plans to issue a firm-fixed priced contract for the following: The 148th Fighter Wing requires power for three new automated tool storage units in the main aircraft hangar. Background:� The two existing storage units are installed on the east side of the hangar and do not provide enough storage for tool and equipment inventory. Three new storage units will be installed on the opposite side of the hangar which provides more space. Scope:� This requirement is to provide all labor, materials and equipment required to provide 480/277V and 120/208V power in the main hangar, B212, for three automated tool storage units. Remove/relocate miscellaneous plumbing and electrical devices to accommodate the installation and comply with attached drawings and specifications. Preferred CLIN structure: CLIN0001: Repair Bldg 212 for Tool Storage, 1 JOB SITE VISIT Interested parties are urged and expected to inspect the�site�where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the�site�constitute grounds for a claim after contract award. An organized site visit will be scheduled for Wednesday, March 31, 2021 at 9:00 AM. Contractors should report to building 252, to meet with Contracting and Civil Engineering. Please submit completed 148FW Form 66, Application Release Form to Scott Beeman and Ben Hayes, scott.beeman.1@us.af.mil, benjamin.hayes.6@us.af.mil, for any person attending this meeting by Monday, March 29, 2021 at 9:00 AM. EVALUATION: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated on best value using price, delivery time, and past performance (see 52.212-2 provision). All solicitation specifications are not absolute and the 148th FW will consider innovative solutions to this requirement. Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). QUOTE INSTRUCTIONS: Multiple solutions to the requirement should be offered as alternative quotes and will be evaluated as separate offers. Multiple solutions are encouraged. Innovative solutions are encouraged and will be evaluated in accordance with the intent of this requirement. Standing quotes may be considered as responsive if in the best interest of the government. Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS.
