- Description
- The US Department of Homeland Security (DHS), Office of the Under Secretary for Management, Federal Protective Service (FPS) has a requirement for a new Network Video Management System (NVMS) at Tower A Federal Facility, 100 Middle Street, Portland, ME 04101, with the primary objective of real-time monitoring and archiving of video to deter and detect potential threats to federal agencies in the facility.� The NVMS should monitor vehicle and pedestrian traffic, parking areas, personnel entry and exits, emergency exits, and the exterior perimeter of the facility.� The new system will consist of NVMS software and all associated licensing, required hardware, video archiver and associated monitor, keyboard, and mouse, five exterior multisensory IP cameras, one PoE+ managed network switch, UPS, and all CAT-6e cabling, equipment, and appurtenances necessary for a complete Ethernet network and fully functional IP based NVMS system that is easily expandable to support future growth.� The Contractor must furnish all tools and equipment necessary to complete all work outlined in this SOW. At no time will the Contractor be authorized the use of government owned property, tools or equipment, to complete work in accordance with this SOW, unless otherwise specified.� The Contractor, after receiving a written �Notice to Proceed� from the Contracting Officer, must complete the installation, including testing and acceptance within thirty (30) days.� This requirement shall be furnished via a firm fixed purchase order.� This acquisition is being solicited as a Small Business Set-Aside.� The source selection process to be utilized for this acquisition is best value/trade-off.� The technical, non-price factors, when combined, are more important than price.� The submission requirements and evaluation criteria are defined in the solicitation.� The North American Industry Classification System (NAICS) code is 561621 with size standard is $22 million.� The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov.� No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A site visit is scheduled for 04/12/2021 at 1000 ET. Contractors interested in conducting a site visit must RSVP to Inspector Craig Hamel at Craig.C.Hamel@fps.dhs.gov (cc: Daniel.Rapoport@fps.dhs.gov) by 04/09/2021 to coordinate a visit. All questions must be submitted in writing to Contract Specialist Daniel Rapoport at Daniel.Rapoport@fps.dhs.gov (cc: William.Scheier@fps.dhs.gov).
