- NAICS: 336611 � SHIP BUILDING AND REPAIRING PSC: N019 � INSTALLATION OF EQUIPMENT � SHIPS, SMALL CRAFT, PONTOONS, AND FLOATING DOCKS. SOURCES SOUGHT ANNOUNCEMENT: This is a Request for Information (RFI) as defined in FAR 15.201 (e). The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) anticipates a contract requirement to provide engineering and technical support services for Alteration Installation Team (AIT). This procurement provides services to the Air Dominance Department (A-Dept.). These services include installation, modification, logistics and upgrade for various Cooperative engagement Capability systems of NSWC PHD. NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA). NSWC PHD A-Dept. is the In-Service Engineering Agent (ISEA) for the Cooperative Engagement Capability (CEC). The Contractor shall include installation task planning & coordination, procurement of installation material & prefabrication, installation execution, reporting, and closeout. The Contractor shall also include material tracking, inventory management, packing, crating, and handling for shipments and receipt transactions, material shipping, material disposal, inventory database updates, routine inventories, and procurement of incidental materials. The primary work location will be at NSWC PHD in Port Hueneme, California. This RFI is issued for informational and planning purposes only and does not constitute an Invitation for Bid, Request for Quote, or Request for Proposal. This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Information submitted in response to this RFI will become the property of the United States Government. This is a follow-on requirement for SeaPort-e Task Orders N00178-04-D-4018-L601, L602, L603 and L604. The anticipated performance period will span five (5) years which will include a 12-month base period and four 12-month option periods beginning in March 2021. The contract will be Cost-Plus-Fixed-Fee (CPFF). Responses to this RFI may be used to determine Small Business set-aside opportunities. All Small Business set-aside categories will be considered under North American Industry Classification System (NAICS) Code 336611. In accordance with FAR 52.219-14, Limitations on Subcontracting, Small Business concerns are reminded that in performance of contracts awarded under small business set-aside procedures, at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 1. COMPANY INFORMATION (a) Company name, address, Data Universal Number System (DUNS) number, and Commercial and Government Entity (CAGE) code. (b) Company designated representative name(s) and point(s) of contact, including phone number and email address. (c) Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,000 or less employees)? �2. CAPABILITY STATEMENT Interested parties shall submit a Capability Statement that succinctly addresses the following items to demonstrate the contractor's capability to perform the requirements of the attached draft Statement of Work (SOW): (a) The contractor's ability to manage, as prime contractor, the types and magnitude of tasking in the draft SOW; (b) The contractor's technical ability, or potential approach to achieving technical ability, to perform the requirement. For Small Business set-aside determination purposes, also include the contractor's technical ability to perform, or potential approach to achieving technical ability to perform, with at least 50% of the cost of the contract performance provided for by employees of the concern; and (c) The contractor's capacity, or potential approach to achieving capacity, to conduct the requirements of the draft SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Note: Demonstrated ability to manage, technical ability, and capacity may include citing and describing the same or similar relevant performance, but does not limit the interested contractor's approach to demonstrate capability. Demonstrated performance must have been carried out within the preceding three (3) years. 3. FEEDBACK/QUESTIONS (a) Feedback and questions regarding the feasibility or challenges to perform the work described. What/Where to Submit: RFI responses are limited to no more than 10 pages (8.5 X 11 inch) and 10-point Times New Roman font. Please email all capability statement responses regarding this requirement to the Contract Specialist, Michael Kennedy (Micheal.w.Kennedy@navy.mil) with copy to the Contracting Officer, Shane Schmidt (Shane.m.schmidt1@navy.mil) no later than 14:30 pm PST on 16 April 2021. NSWC PHD may request further information regarding the capabilities of respondents to meet the requirements set forth in the RFI. Further, interested contractors are requested to address the following specific requirement. The contractor�s ability to obtain a Secret Clearance for personnel. The information contained herein is based on information available at the time of publication, is subject to revision, and is not binding upon the Government. Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.� All information shall be provided free of charge to the Government.� NAVSEA may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.� This sources sought announcement is released in accordance with FAR 15.201.� This sources sought announcement is not a request for proposal.� The purpose of this sources sought announcement is to gather information from the market place.� Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.� No telephone inquiries will be accepted and requests for solicitation packages will not be granted, as a solicitation has not been prepared at this time.
