- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS),Wallops Command and Data Acquisition Station (WCDAS) has a requirement to perform engineering analyses and develop engineering designs for the expansion or replacement of mission critical power, cooling, and fire alarm systems at two NESDIS satellite data acquisition stations (Wallops, VA).� The analyses and designs will require design expertise in mission critical data centers, emergency power, uninterruptible power supply systems, redundant power distribution systems, central cooling plant operations, and fire alarm system design.� A Ready-to-Advertise design for the fire alarm system is required for the Wallops Station. Given the critical nature of this procurement, the Government needs to award this contract to an experienced Architecture-Engineering firm who have subject matter experts for data center design and expansion as well as fire alarm system design. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The draft scope of work is uploaded as an attachment.� Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement. Responses to this Notice should include the following: Company Name and address, DUNS number, Company Point of Contact � Name, phone, email address, Type of Business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM), If company holds a current Government-wide contract, include contract information, and Capabilities required Capability Statement: The Government is not requesting generic capability statements, but specific responses tailored to this requirement. Capability statements should address the�specific technical requirements as outlined in the attached draft scope of work. Submission: Email responses to this Notice shall be sent to the attention of both individuals listed above with �NE-EA3500-21-00126� in the subject line of the email. Capability statements are limited to 10 pages.� The 10 page limitation includes any cover pages, letters, table of contents, etc. Submissions that exceed the 10 page limitation will have the 11th and subsequent pages removed before consideration. Please use letter sized pages and no smaller than a 10 point font. The due date for responses is no later than 10:00AM ET, April 15, 2021. No phone calls will be accepted. This Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. NOAA will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned.
