Brown III������ Email:� William.t.brown68.civ@mail.mil����� Phone:� 8014324273 � INTRODUCTION: The Utah Army National Guard is conducting this SOURCES SOUGHT notice to help determine the availability and technical capabilities of small businesses in the marketplace (to include the following subsets, Small Disadvantaged Businesses (SDB), HubZONE, Certified 8(a), Service Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses) to provide�operational training on Practical Web Application Security with an emphasis on Burp Suite Pro and the practical application of these capabilities in advanced real world web application discovery and exploitation scenarios starting the 12th of July 2021 through the 16th of July 2021 to support CyberShield exercise for the Utah National Guard located at Camp Williams in Bluffdale Utah.� If your firm is interested in this requirement, your company must be registered on www.sam.gov as a qualified small business under the NAICS code 611430 �Professional & Management Development Training� (or very similar NAICS code) which has a Small Business Size Standard of $12 million (https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf).� Your company must also demonstrate you have performed work on similar projects.� An organization that is not registered on www.sam.gov as a small business under the applicable NAICS code (or very similar NAICS code) should not submit a response to this notice. The current intent is to award a firm-fixed price (FFP) commercial contract for the requisite training.� DISCLAIMER: As permitted by FAR Part 10, this SOURCES SOUGHT notice is a market research tool being utilized for informational and planning purposes only.� Your responses will help assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and help determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.� � This is NOT a Request for Proposal (RFP) notice. �It does not constitute a solicitation and shall not be construed as a commitment by the Government. �Responses in any form are not offers and the Government is under no obligation to award a contract or BPA as a result of this announcement. �Any information submitted by respondents to this notice is considered voluntary. CAPABILITIES: Interested offerors are requested to submit a maximum ten (10) page statement of their company's capabilities and expertise with respect to the following: 1. Vendor must provide a training course no less than 40 hours focusing on open source, software-based Intrusion Detection starting 12th of July 2021 through 16th of July 2021. �Course must provide eight hours of instruction per day for up to 30 students per day. 2. Training must focus on the cyber threats to military and government and methods of identifying and mitigating threats. 3. Teams are responsible for evaluating incoming cyber security threat data to determine its usefulness to operations and applicability to the local environment. �Vendors must also provide a focus on current cyber vulnerabilities on these systems and demonstrate types of cyber-attacks that can be performed against them. 4. Teams are responsible for gaining a foundational understanding of using SOS 2.0 and how to architect, deploy, and manage their 2 grid. Teams must learn the process of major analyst workflows, reinforced through real-world case studies. 5. Instructors must have real world experience working in this industry and dealing with these threats on a daily basis. �Instructors should have the expertise necessary to confidently facilitate scenario-based problem solving as related to interconnected ICS incidents. 6. Vendor must be able to identify the types of agencies, companies, and partners that come together to make the infrastructure run. �Portions of the class should focus on understanding the roles of these entities when configuring, controlling, and preparing these systems, as well as roles when responding to various incidents, such as cyber-attacks. 7. Vendor should provide documentation that participants can use as a reference guide for the material learned in their course at Cyber Shield 2021. 8. Vendor must be able to convert from a face-to-face environment to a virtual/hybrid platform due to any Covid-19 restrictions that may be set in place that would limit or prevent the ability of personnel and the exercise to take place in a face-to-face environment. 9. Vendor employees working on Camp Williams must complete OPSEC and Anti-Terrorism Level 1 Awareness training prior to performance on this contract. SAM REGISTRATION:� All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing.� All qualified responses will be considered by the Government.� Each Capabilities Statement must include vendor's CAGE code, DUNS number, Federal Tax Number, and must include point of contact information.� Prospective vendors may obtain information on registration at www.sam.gov. �Failure to provide SAM registration may result in your company not being considered.� IAW FAR 52.204-7 and DFARS 252.204-7004 Alt A, prospective vendors must be registered in the SAM database prior to award.� Lack of SAM registration shall be a determining factor for award.� SUBMISSION INSTRUCTIONS:� Please provide your Capabilities Statement to the United States Property and Fiscal Office Purchasing and Contracting Division of Utah (USPFO-UT) no later than 1200PM MST 14 APR 2021.� All submissions should be sent via email to:� william.t.brown68.civ@mail.mil.� Facsimiles will not be accepted.� Questions regarding this requirement may also be directed to this email, with sufficient time to do any research to answer question prior to the closing of this posting.� Responses received after the stated deadline may be considered non-responsive and may not be considered. Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm�s qualifications to perform the defined work. �Responses must be complete and sufficiently detailed to address the specific information. �The company�s capabilities documentation shall address, at a minimum, the following: Company name and address; Affiliate information: �parent company, joint venture partners, and potential teaming partners; Year the firm was established and number of employees; Two points of contact (names, titles, phone numbers and email addresses); DUNS number and CAGE Code, as registered in the System for Award Management (SAM) at http://www.sam.gov/ Small Business designation/status, as indicated on sam.gov registration: Is the firm currently on the Excluded Parties List or has Debt Subject to Offset on www.sam.gov? Documentation of the company�s ability to obtain financing for a contract valued between $100,000.00 to $300,000.00. Bonding capability. List at least 1 current commercial Cyber Security�project in the last 5 years of similar size and scope.� Include location, POC, agency (if applicable), size, and contract award amount.
