SONNY MONTGOMERY VETERANS HEALTHCARE SYSTEM REQUEST FOR INFORMATION 36C25621Q0676 REQUESTED RESPONSES: The intent of this Request for Information is to establish sources in order to define the procurement strategy. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing these types of supplies. Please include the following: (a) Proof of OEM or OEM distributor of brand name supplies. (b) examples of prior completed Government contracts, references, and other related information. Respondents are solely responsible for all expenses associated with responding to this RFI. BACKGROUND: The G.V. (Sonny) Montgomery VA Medical Center is looking to identify an exceptional CONTRACTOR to Remove and Replace steam heating coils and chilled water coils on AHU-3F located at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi. SCOPE OF WORK 1) The selected CONTRACTOR shall be responsible to provide all necessary project management, design services, materials, onsite supervision, and labor to perform Coil replacements as described herein. 2) The selected CONTRACTOR is required to provide meeting minutes and sign-in sheets for all meetings. The VA COR shall participate in all meetings between the CONTRACTOR/ and End-User that may impact the outcome of the project. The selected CONTRACTOR shall be responsible to record and provide meeting minutes to all meeting participants for review and approval/comment/rejection within 1 working day of each meeting. Any deviations or agreements not specifically requested and defined in writing with approval by the VA Contracting Team (including COR) prior to beginning work shall be invalid and will constitute a CONTRACTOR-initiated work stoppage until the matter is resolved. 3) The selected CONTRACTOR shall completely prepare site, coordinate with VA COR & end-users prior to beginning each phase of work to including design, demolition, construction, equipment de-installation & installation, etc. 4.Submittals are required for all items. VA review & approval of all submittals is required prior to installation HOURS OF OPERATION 4.1 VA s Normal Working Hours are 7:00 am to 4:30 p.m., Monday through Friday. Contractor may work earlier or later in the day and on weekends or federal holidays with the COR s approval at no additional cost to the VA. Noise disturbances and utility shutdowns/tie-ins shall be coordinated with the COR and not interfere with VA daily operations. 4.2 The following legal holidays are observed by this Government Agency: New Year's Day January 1st Martin Luther King's Birthday Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11th Thanksgiving Day 4th Thursday in November Christmas Day December 25th and any day declared by the federal government as holiday. Scope Of Work STATEMENT OF WORK Remove and Replace steam heating coils and chilled water coils on AHU-3F located at the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Miss. as described below. It shall be the Contractor s responsibility to provide all labor, supervision, materials, parts, accessories, and project management & coordination to complete the repair. Work shall be accomplished during normal business hours (7am-4pm, Monday through Friday, except holidays) to minimize government overtime. (The VA will approve overtime on an as-needed basis.) Contractor to provide new coils of copper tube-/aluminum fin construction with the same or better metal thicknesses and heat transfer capabilities as the existing coil designs. Contractor shall coordinate all work with the VA to avoid/minimize unnecessary downtime. Btu-hr. (heat transfer) capabilities are unknown at this time but shall be determined with and approved in writing by the VA COR prior to ordering. The Contractor is responsible to ensure that all work is done to the satisfaction of VA Maintenance Staff. The following coil dimensions are approximate to allow the Contractor to develop a firm, fixed-price, cost proposal for performance of the complete repair. Contractor to verify and determine precise dimensions, working pressures, and heat transfer capabilities. Coils shall be mounted on hot dipped galvanized steel supports to assure proper anchoring of coil and longevity and future maintenance. Coils shall be face- or side-removable for future replacement through the existing access doors, or removable panels. Each coil should be installed so that it is removable without disturbing adjacent coil. Cooling coils shall be designed and installed to avoid condensate carryover. Contractor is to Provide factory installed extended supply, return, drain, and vent piping connections. The period of performance for this project will be 45 calendar days. Contractor shall attend site visit before submitting proposal to Contracting Officer. Chilled Water Cooling Coils (8-Row, 5/8 diameter) (1-each)23-inches x 108-inches x 16-inches (1-each)48-inches x 108-inches x 16-inches Steam Heating Coils (1-1/8 diameter) (1-each)23-inches x 108-inches x 5-inches (1-each)48-inches x 108-inches x 5-inches steam trap size and type, adequate static leg for the gravity drain, and the recommended slope for the gravity return. (b) Hot Water Coils With Glycol: Select hot water or glycol preheat coils where the preheat coil surface comes in contact with 32 F [0 C], as defined above, or lower air temperature. Use propylene glycol solution with corrosion inhibitors specifically manufactured for HVAC applications. See Chapter 4 for glycol properties and design criteria. Hot Water Coils Without Glycol: Glycol can be omitted where the heating design temperature is above 32 F [0 C]. The following freeze protection measures are recommended: Provide a dedicated circulating pump in the coil circuit with hydronic separation between the coil circuit and the incoming hot water piping to maintain a constant water velocity of 3.0 fps [0.9 m/s] through the coil tubes. Provide coil connections to ensure that the coldest air faces the hottest fluid. Electric Coils: Electric preheat coils may be used where steam and/or heating hot water are not available. Select low-watt density electric coils complete with UL safety devices and Silicon Controlled Rectifier (SCR) controls for modulating operation. Refer to Chapter 4 Section 4.4 Heating Systems for additional information regarding the use of electric heat 3.2.2.11 Unit-Mounted Reheat Coils Air-handling unit mounted reheat coils are used for single-zone application and elsewhere where required. Hot water or steam coils with modulating control valves are the preferred choice. Electric reheat coil may be used where hot water or steam is not available. Refer to Chapter 4 Section 4.4 Heating Systems for additional information regarding the use of electric heat.
