THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237990. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The proposed project is for the construction of Reinforced dune and Crossovers work. 1. Description of project: The Federally authorized Sandy Hook to Barnegat Inlet Beach Erosion Control Project Section II is located on the Atlantic Coast of New Jersey, covering 51 miles of coastline between Sandy Hook peninsula and Barnegat Inlet. The project report recommending Federal action was submitted to Congress in 1956 and authorized by the River and Harbor Act of July 3, 1958, in accordance with House Document No. 332, 85th Congress, second session. Further modifications associated with the non-Federal sponsor cost share and public access requirements were made by Section 854 of the Water Resources Development Act (WRDA) of 1986 (P.L 99-662). �The project area is comprised of three sections and is further sub-divided by construction contracts. Section I, the northerly extent of the project, extends 12 miles from just north of the Route 36 Bridge in Sea Bright, southward to Loch Arbour at the outlet of Deal Lake. Section II, the middle extent of the project, reaches for 9 miles from Asbury Park south to the Manasquan Inlet. The FY21 renourishment Project plan is for fill in the approximate locations between the towns of Elberon and Manasquan. It will include approximately 1.5 - 2 million cubic yards of beach fill with a berm at elevation +9.3-ft NAVD88. Fill placement includes advanced nourishment along the length of the design berm, and a feeder beach. The State of New Jersey, acting through the Department of Environmental Protection, is the non-Federal sponsor for this project. The contract value is estimated to be around $10,000,000.00 to $25,000,000.00.� Award is projected in fourth quarter of FY21.� Estimated project duration is 250 calendar days. Notice to Proceed is anticipated Sep/Oct 2021 2. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. All firms (large or small business) should respond to the project if they are interested in performing it. 3. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). �The Small Business Size standard is $36,500,000. 4. Business Characteristics Please provide the name of your business or joint venture, address, point of contact name, phone, fax number, and email address. Please provide a CAGE Code and DUNS Number for the business. What is your bonding capacity per contract? What is your total bonding capacity? Is your company a small or large business as defined by the SBA? Are you classified as HUB Zone Small Business, SBA certified 8(a) Small Disadvantaged Business, Service-Disabled Veteran Owned Small Business, Small Business, or as a Large Business?� Answer the same questions for any planned subcontractors. Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? Experience What is the largest seawall rehab contract (in cubic yards) on which you were the prime contractor? Have you worked on any projects Monmouth County, New Jersey?� How have you dealt with the limitations to transportation and vehicular access? Have you performed sheet pile and dune crossovers contracts on the Atlantic Coast of the United States?� If so, please provide a list and description of at least 3 contracts of similar size, magnitude, and complexity. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. Equipment What type of equipment do you forecast using? Please include any pumps, dozers, hauling equipment, pile drivers, extractors, vibratory hammers etc. What is the capacity per day of that equipment? Capacity What capacity will you have to perform this work in the next 4 years? When would be the earliest you could mobilize to perform this work? Do you foresee any problems with the construction duration as indicated above? What percentage of the work would you expect to subcontract?
