- Request for Information (RFI) for non-personnel facilitation services to support the Equal Opportunity office (EO). 1. NTRODUCTION It is the Virginia Contracting Activity (VACA) intent to obtain information pertaining to the state of the industry for providing: Facilitation Services to Support Focus Groups for the Equal Opportunity (EO) office�s Barrier Analysis and the Inclusive Diversity Strategy. 2. PURPOSE This document serves as the RFI of the VACA contractor community pursuant to FAR 15.20l(e) �'Exchange with industry before receipt of proposals"". Responses to this RFI will be assessed to identify 8(a) small businesses sources that are considered best qualified to meet future requirements. Best qualified 8(a) small business sources are those sources which demonstrate the greatest depth and breadth of skills, experiences and knowledge relevant to the mission, goals, and objectives of the VACA. 3. BACKGROUND The Equal Opportunity (EO) office is in the process of working on two agency level initiatives for FY21: (1) an in-depth Barrier Analysis; and (2) an Inclusive Diversity Strategy. The goal of Barrier Analysis is to identify the root causes of disparities in equal employment opportunities so that the Agency can take action to remedy the policies, procedures, and practices that lead to disparities. The comprehensive Barrier Analysis looks at nine triggers identified in the Management Directive 715 (MD715).� The goal of the Inclusive Diversity Strategy is to create a strategy that establishes operational conditions for the people, processes/policies and technology for mission success. The strategy will also address the unprecedented change which is impacting Agency mission and workforce. 4. (U) ANTIC IPATED SCOPE OF WORK The EO office requires a vendor to provide skilled facilitators to conduct a series of focus groups which guide key stakeholders and the working group members into delivering recommendations/outcomes needed to support the Barrier Analysis and the Inclusive Diversity Strategy.� Facilitators with expertise in Barrier Analysis or Diversity is preferred, but not required.� Both initiatives will come together as professional facilitators conduct focus groups with key stakeholders. Facilitators will help members to identify what they believe are the defined issues based on a series of questions. The participants will identify potential recommendations for improvements and prioritize them to complete the Barrier Analysis and provide information for the Inclusive Diversity Strategy. 5. INFORMATION DESIRED It is requested that interested and qualified 8(a) small business sources respond with a capability synopsis highlighting corporate knowledge/experience related to the services identified above. A. Interested 8(a) offerors must provide the following: Company name and address; Point of contact; Phone/fax/email; The Government has identified this effort will fall under NAICS code: 611430.� Interested parties may submit recommendations for other potential NAICs. Business size and status, (e.g. 8(a), women-owned, HUB Zone Small Business, etc.), and CAGE Code indicating the small business holds a TS-FCL clearance B.�.Capability information in response to the requirement:� Describe facilitation experience and support that will be provided and why it is relevant. Describe how applicable corporate knowledge/experience gained through previous contract performance could be a benefit to this requirement. Describe specific skills and experience of its TS/SCI cleared facilitators that are relevant to the services identified above. Identify experience hiring TS/SCI cleared facilitators. C.�Potential Teaming Arrangements (if applicable).��Describe whether the 8(a) small business would intend to fulfill the requirement alone, or whether a teaming arrangement� would� be anticipated (the Government recognizes that one contractor may or may not possess all the necessary�knowledge,skills, and� experience needed to fulfill future Statement of Work�objectives). If knowledge, skills or other�expertise�may be obtained through�teaming arrangements, it is sufficient to describe the additional expertise gained through�the teaming but the team members�need not be identified. D. Identify any known, or potential Organizational conflicts of interest (OCI) that may result from a successful offer, and briefly describe how the OCI will be mitigated. 6. (U) ANTICIPATED ACQUISITION MILESTONES Should the Government decide to award a contract(s), it will be subject to the availability of FY21 funding. 7. SUBMITTAL INSTRUCTIONS A. All capability statements submitted in response to this RFI are to be received no later than 1600 EST on 07 April 2021. To aid the Government review, submissions are limited to no more than 5 pages.� The text shall not be smaller than 12-points. Elaborate formats or color presentations are not required. Respondents should provide their responses and submission in softcopy form. B. This is not a request for proposal.� This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. The Government intends to select a small number of 8(a) companies for oral presentations/additional market research. From oral presentations, the government may make an 8 (a) Direct Award.� Any proprietary information should be marked as such. C. No phone calls will be accepted. All submissions and questions shall be directed to the DIA Small Business Office via email to smallbusiness@dodiis.mil.� D. The subject line should read exactly: ��DIA Facilitation Services RFI U-21-0422/CFO4.� E. Failure to use the email subject could result in your RFI response not being considered.
