- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL.� A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers (USACE), Norfolk District, intends to enter into an indefinite delivery contract (IDC) on a sole source basis under the authority of FAR 6.302-1(a)(2)(ii) with Woolpert � RS&H, LLC (W-RS&H) 248 W Bute Street, Suite 101 Norfolk VA 23510.� The contract will require the Architect-Engineering (A-E) firm to provide multidiscipline A-E services.� The scope of the IDC will be limited in the following particulars:� The dollar amount of the ordering capacity will not exceed $3,382,461.92.� The period of the ordering capacity will be six months with an optional three-month period beginning in approximately April/May 2021.� The scope will not be available for the issuance of task orders for new A-E requirements.� The scope will be limited to modifying existing task orders or issuing new task orders relating to ongoing A-E undertakings for which W-RS&H has been previously engaged by the Government and, as a result of that, has assumed Designer of Record Responsibility or has otherwise through the performance of the previous work developed a base of knowledge that is sufficiently extensive such that hiring a new A-E firm would have significant impacts to project schedules or substantial duplication of cost.� A non-exhaustive list of examples of work that may be placed under the IDC include: a task order for construction phase services for which W-RS&H served as the DOR for the construction documents; a study required for an ongoing design effort not contemplated at the time of issuance of the task order initially; and a task order for re-design of a previously completed design effort arising from a change in circumstances.�� � This is not a solicitation for competitive proposals; however, if any interested party believes that it can assume the role of A-E for an action for which W-RS&H is the DOR or has completed significant efforts to in the planning or development of a project, it may submit a statement explaining why the Government will not incur substantial delay or duplication of cost by through a new competition of the continuing requirement.� All information furnished must be in writing and must contain sufficient detail to allow USACE to assess the submission.
