Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), Digital Science and Research Solutions, 625 Massachusetts Avenue Fl2, Cambridge, MA 02139, for the acquisition of Overleaf Software needed by the Office of Information Systems Management (OISM) at NIST, Gaithersburg, Maryland. Sole Source determination is based on the need to renew Overleaf Software and maintenance support. �NIST has created the open data initiative, led through the Associate Director for Laboratory Programs (ADLP) office, and supported by the Office of Information Systems Management (OISM).� As part of this initiative, ADLP identified a strong need for NIST staff to collaborate more effectively with external collaborators during the paper writing process.� NIST currently uses Overleaf�s system and the software product must be compatible to provide a centralized server for LaTeX editing researchers, and the process of paper compilation. This product is currently in use by researchers at NIST and requires the software and maintenance to be renewed with ancillary technical support that will provide 100% use of all software capabilities.� Overleaf products/services are proprietary, and the licenses will provide access to the Overleaf.com web interface, as well as the ability for NIST users of Overleaf to create papers that can be shared with collaborators. If NIST was to deviate to an alternate platform, it would have a significant negative effect on the capability to provide support to NIST's researchers and have a negative effect on those researchers to complete their mission.� If a product other than Overleaf was procured, NIST would need to establish a project to transition all papers from Overleaf's existing system to a new system.� Additionally, researchers would need to recompile their papers for the libraries that a competing product supports.� In many cases, the other product libraries will not be compatible with the libraries that Overleaf supports.� This incompatibility will have a large negative impact on accomplishing research by these researchers, because they will need to instead spend time recreating these papers with supported libraries.� Digital Science and Research Solutions is the only know vendor capable in providing the software renewal. The North American Classification System (NAICS) code for this acquisition is 511210 � Software Publishers. The small business size standard is $41.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 8:00 am, Eastern Time on April 15, 2021 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at Prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than the aforementioned due date.
