- The Naval Air Systems Command intends to award a Sole-Source Basic Ordering Agreement (BOA) for the issuance of orders from FY22 through FY26 to Rolls Royce plc, Bristol UK, LTD.,�pursuant to the authority provided in 10 U.S.C. � 2304(c)(1) as implemented in FAR 6.302-1 ""Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."" The F402 Pegasus Propulsion System is used in the United States Marine Corps (USMC) AV-8B Aircraft as well as Italian and Spanish AV-8B variants.� Rolls Royce is the original designer, developer and manufacturer of the F402(AV-8B) series engine and is the only source with the requisite knowledge, experience and technical expertise to continue to provide the required supplies and services.� Rolls Royce is the only source with technical data, facilities and capabilities required to provide the associated system and sustainment support for the F402 (AV-8B) series engine. � Under the proposed BOA, Rolls Royce shall provide for supplies, services, and data necessary to support changes to all model/series F402, T/AV-8B engines. Rolls Royce will design and manufacture modification kits for the USMC, Italian Navy (ITN), and Spanish Navy (SPN). Rolls Royce will provide necessary supplies and services which include, but are not limited to: (a) Change kits and associated engineering, production prototyping and testing to retrofit the F402 series engines and engine components; (b) Change kits to retrofit changes to existing engines and component spares; (c) Change kits to retrofit Naval Air Maintenance Trainers, Operational Flight Trainers and other engine training equipment and devices; (d) Installation of change kits; (e) AV-8B technical manuals/directives (new or revised), to include changes resulting from approved Engineering Change Proposals (ECPs); (f) Support Equipment (SE) required as a result of change kits; (g) Materials/services to repair, modify and/or return to ready-for-issue condition F402 series engines which are returned to Rolls Royce for repair; (h) On-site engineering and technical assistance to support Rolls Royce F402 series engines and equipment; (i) Engineering technical services in support of Engine Component Improvement Program (CIP); (j) Engineering services to address and mitigate any technical issues for the F402 engine and engine accessories; and (k) Engineering and integrated logistical services to address and mitigate safety, logistics and obsolescence issues for the F402 engine and engine accessories.
