- This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement for Vessel Charter Support and Services. The contractor will provide a vessel for transportation to survey sites, assist in locating schools of forage fish using sonar, sampling prey, and deploy and retrieve other sampling devices such as plankton nets and water quality data loggers. Additionally, the contractor will provide food and berthing logistics to scientific field party (4), and general support logistics for research operations.� Humpback whale predation has been identified as a significant source of mortality on wintering Pacific herring in Prince William Sound (EVOSTC project PJ090804).� At current herring and whale population levels the mortality of pre-spawning herring during the fall and winter months is equivalent to the percentage of herring removed during the final years of the commercial herring fishery. Hence, top down forces (predation and disease) are the likely dominating forces constraining the current recovery. The inside waters of Montague Island have high densities of marine mammals and sea birds, yet it has proven difficult to identify prey species in this area. We will identify and quantify whale and seabird prey, and evaluate the oceanographic conditions concentrate fish predators. To quantify fall forage fish distribution, species composition, and density in random transects vs. humpback whale foraging area transects in Prince William Sound, Alaska. To access juvenile pollock body condition during the winter months. �See attached Statement of Work for more information.� �All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time. All responses must be emailed to heather.mahle@noaa.gov, or provide to address indicated in solicitation. Emailed Correspondence or Response to Solicitation should reference solicitation # ABL-21017, in the Subject line to ensure it is received successfully.� Evaluation and resulting award anticipated to within 48 hours of due date. This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award.
