- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. SEE ATTACHED SCOPE OF WORK FOR FULL DETAIL: Scope of Work: CGC Healy STEERING ACTUATOR Overhaul POP: 04/26 � 04/30 Location: Coast Guard Base Seattle Background: While U/W HEALY experienced a steering casualty when the watch stander reported a leak from the offline 1A steering pump. 1A pump was electrically isolated, but hydraulic oil began to come out of the electrical connection box. Steering pump 1B was secured in response. After further troubleshooting it was found that the STBD rudder actuator is leaking by through one of the internal seals, and the drain line exclusively goes to the 1A sump causing the sump to overflow into the 1A motor. Summary: CTR to conduct thorough inspection with Senior Coast Guard Technicians. The work will consist of internal and external inspections, installation, and startup configuration of the Steering actuator system. Statement of Work: CTR will provide the following: 1.������������ CTR will provide all tools (i.e diagnostic software, borescope, etc.) deemed necessary to complete thorough inspection. 2.������������ CTR will provide all parts and labor to overhaul rudder actuator.� 3.������������ Conduct thorough external and internal inspection of the Steering actuator. 4.������������ Supply final trip report to include: tech hours, inspection findings, and repairs made 5.������������ A CFR must be submitted and approved by KO if any additional costs, hours, or parts are required by OEM Tech.
