Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Newport Corporation, in Irvine, California to procure a maintenance agreement on the Newport Spectra Physics lasers and software on the Confocal Microscopy equipment and imaging software. The period of performance is May 1, 2021 � April 30, 2022. Confocal microscopy is an optical imaging technique used to increase optical resolution and contrast of a micrograph by using point illumination and a spatial pinhole to eliminate out-of-focus light in specimens that are thicker than the focal plane. It enables the reconstruction of three-dimensional structures from the obtained images. Due to the heavy usage the lifespans of the lasers are limited, and they must be repaired, recalibrated, and returned to operation as soon as possible after failure. It is essential that the systems be restored to full operation with 48 hours. The imaging software is proprietary to the manufacturer, Newport Corporation. � The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2065687) to Laura Grey at laura.grey@nih.gov, by 2:00 pm eastern standard time Monday, April 12, 2021 .� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
