- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for costs incurred in developing information provided to the Government. The U.S. Department of Veterans Affairs, North Florida / South Georgia Veterans Health System is searching for Service-Disabled Veteran Owned SB (SDVOSB) firms who have demonstrated design and construction experience under a Design-Build Contract, with the ability to replace deteriorated domestic water shutoff valves. The VA is searching for firms who can complete the design and perform the construction. Project Overview: This project will replace deteriorated domestic water shutoff valves in the over fifty year old main building (Building 1) in the Malcom Randall VA Medical Center Gainesville to improve the ability to isolate sections of the existing domestic (potable) system to aid in maintenance of the system, enhance water quality, maintenance accessibility, and perform remedial operations. Additionally, shutoff valves and injection ports for chlorination are to be added to isolate smaller areas of the system for pneumophila and non- pneumophila remediation actions to minimize the impact to the facility when remedial actions are required. During the process of replacing the valves, replace pipes connected to the valves to the next pipe joint or direction change. Also, some valves are located above ceilings and other utilities, which will have to be temporarily removed to do the work. The D/B Team staff performing the piping replacement/valve replacement work shall be press-connect certified when installing press-connect fittings and have demonstrable experience. Manufacturer certification with the type of press-connect fittings being installed is required. Access panels in accordance with specified requirements are to be provided to permit future access to the valves or injection ports. The contractor to coordinate the shutdowns and minimize or eliminate the effect on hospital operations that must remain in service during regular working hours. The General Contractor (GC) will retain a State of Florida Registered Professional Architect or Engineer (A/E) firm to evaluate the existing conditions of the work areas listed herein, and subsequently provide a design for renovation to be constructed by the GC. These parties are hereinafter referred to as the Design/Build Team or D/B Team. The D/B Team is to provide design and construction services including, but not limited to, labor, materials, tools, equipment, supervision, transportation necessary to construct the project described below, and other specific tasks as further defined by the SOW. As part of its market research, The Network Contracting Office (NCO8) is issuing this Sources Sought to determine if there exists an adequate number of qualified interested Service-Disabled Veteran Owned SB (SDVOSB) contractors capable of performing the above work.
