- Sources Sought Synopsis The GSA Public Buildings Service is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Facilities Maintenance Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210 � Facilities Support Services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Organization name, address, email address, website address, telephone number, DUNS number and size and type of ownership for the organization; and Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Dellums Federal Building and U.S. Courthouse, Oakland, CA. � Requirement: This notice is issued by U.S. General Services Administration (GSA), Region 9, Public Building Service, Acquisition Management Division, San Francisco CA 94102 to identify sources capable of performing the work required in the facilities maintenance services Performance-Based Statement of Work (PBSOW).� � The offeror must be capable of performing work under the NAICS Classification 561210 (Facilities Support Services) and size standard is $41.5 million. This notice in no way obligates the Government to any further action. � Performance Period: The period of performance is anticipated to be from 03/01/2022 thru 02/28/2027 for one base year and four (4) 12-month option periods.� (Subject to change at the discretion of the Government) � Scope of Work: This is a Performance Based Work Statement (PBWS) for Facilities Engineering: Operations, Maintenance, and Related Services defined under the scope of this contract.� This PBWS describes the minimum requirements of the U.S. General Services Administration (GSA) and acceptable outcomes to be performed by the Operations and Maintenance Contractor (known from here on as Contractor).� All, or part of, the successful offeror�s Management Plan shall be incorporated into the contract. � GSA seeks to establish a partnering relationship with the Contractor to accomplish the program objectives in this contract.� The objective of the partnering process is to provide an effective problem-finding/problem-solving management team composed of personnel from both parties, thus creating a single culture with one set of goals and objectives.� Partnering requires that both parties recognize and address those opportunities and challenges that shall be confronted to help maintain the health of the Contractor/GSA relationship.� The relationship is based on trust, dedication to common goals, and an understanding of each other's individual expectations and values.� The team shall consider utilizing a facilities engineering and systems thinking approach to provide solutions from a global perspective.� The outcome of this initiative is for GSA to leverage Contractor expertise to assist GSA in accomplishing these goals and objectives. �
