SOURCES SOUGHT NOTICE IDIQ Contract for Construction Services Above $250,000.00 for GSA Federal Facilities in the Region 1, Boston Geographical Area MARKET RESEARCH FOR SMALL BUSINESS FIRMS DUE BY 2:00 PM ON April 23rd, 2021. THIS IS A SOURCES SOUGHT NOTICE ONLY.� This is not a solicitation or a request for proposal and no contract will be awarded from this notice.� No solicitation or specifications are available at this time. Please monitor beta.sam.gov, this sources sought notice will not be linked to the solicitation. The General Services Administration (GSA), New England Region, is conducting market research to determine if any SDVOSB, HUBZone, WOSB or 8(a) Small Business Concern has the current relevant qualifications, experience, personnel, and capability to perform the work described herein.� All interested Small Business firms should respond. GSA Region 1 is seeking IDIQ holders for minor alterations construction projects for the Boston Geographical area. The IDIQ holders will work on projects for the Budget Activity 54 (BA54) Program Budget Activity 80 (BA80) Programs, which are repair and alteration (R&A) projects that are not a part of a congressional appropriation line items. Typical non-Prospectus Level projects include initial space alterations, repairs, remodeling, improvements, and other related changes to public buildings with a cost ranging from $250,000 to the annual prospectus limit. GSA is looking to award approximately 5 Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for General Construction, Demolition, Carpentry, Electrical, Plumbing, HVAC and Mechanical, Roofing, Fire Suppression, etc. throughout Boston, MA identified below. The term of the anticipated IDIQ contracts will be 1 base with 4 option years. Boston: Captain John F. Williams Coast Guard Building 408 Atlantic Avenue Boston, MA 02110 John W. McCormack U.S. Post Office and Courthouse 5 Post Office Square Boston, MA 02109 John J. Moakley U.S. Courthouse One Courthouse Way, Boston, MA 02210 John F. Kennedy Federal Building 15 New Sudbury Street, Boston, MA 02203 Thomas P. O�Neill, Jr. Federal Building 10 Causeway Street, Boston, MA 02222 Metro Boston: Fredrick C. Murphy Federal Center 380 Trapelo Road, Waltham, MA 02452 Social Security Admin District Office Main & Fountain Streets, Haverhill, MA 01830 IRS Center 310 Lowell Street, Andover, MA 05501 The successful contractor(s) will be required to provide all management, supervision, labor, materials, equipment, transportation, and disposal necessary for various as-needed repairs, alterations, renovations and construction to GSA owned facilities within the Boston, MA geographic areas.� The NAICS code for this requirement will be 236220.� The small business size standard is a three-year average annual gross receipt of $39.5 million. Task orders will be issued with a magnitude in the range of $250,000.00 and the prospectus limit (currently $3,095,000 ). No individual task order will exceed prospectus limit. The minimum guaranteed amount awarded for each contract is $1,000.00. Individual task orders will be issued as needed under the contract for all work.� Individual task orders will be competed amongst all successful awardees unless an exception to fair opportunity exists. FAR Clause 52.219-14,�Limitations on Subcontracting, will apply to this contract and be strictly enforced. Capability Package: All qualified Small Businesses are encouraged to respond.� Respondents will not be notified of the results of the evaluation. The main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. It is requested that interested parties submit a brief capabilities package.� The package shall address, at a minimum, the following: (1)�� Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated.� State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact.� (2)�� Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (3)�� Evidence to establish your company's standing as a SDVOSB, HUBZone, WOSB, or 8(a) small business concern, under applicable NAICS. (4)�� Describe how you will provide a fair market price given the geographical location of this project. (5) A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group. Failure to submit all information requested will result in a contractor not being considered as an interested small business concern. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the GSA in tailoring its requirements to be consistent with industry standards. The Government will not reimburse any party for costs incurred for marketing efforts.
