Description
INTRODUCTION� The Army Contracting Command, Redstone Arsenal, AL, is issuing this sources sought synopsis to conduct market research, IAW FAR Part 10. To identify potential sources having an interest and capability to support the procurement for TPE331 Engine Line Training. The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, AL, and the Fixed Wing Project Office (FWPO) anticipates a potential requirement to satisfy the procurement to provide and train up to two (2) maintainers from the country of Barbados on the TPE331 Engine Line Maintenance Training. The Contractor's response must meet the requirements as outlined in this announcement. This effort is in direct support of the Foreign Military Sales (FMS) case. The result of this market research will contribute to determining the method of procurement if a requirement materializes. �Based on the sources sought notice/market research responses, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. 1.0 GENERAL REQUIREMENTS� The contractor shall satisfy the procurement for two (2) maintainers from the country of Barbados to provide and train the TPE331 Engine Line Maintenance Training. The contractor�s instructors shall be FAA-certified to train the TPE331 Engine Line Maintenance Training. Training will be provided and concluded on or before 30 September 2021. � The FMS country will be responsible for all students pay and allowances (Transportation & Living allowances). �� � 2.0 ELIGIBILITY All responses shall address the following: Business Size per NAICS 336413 and Classification Code 1680. Identify POC including phone and email address. Identify if your firm will provide the training that is being requested for the TPE331 Engine Line Maintenance Training. Delivery Date after contract award. 3.0 TRAINING REQUIRMENTS The information described below will also be required for TPE331 Engine Line Maintenance Training.� The curriculum will include classroom and hands on sessions, workbooks, test, and course evaluation and completion certificates. The courses for TPE331 Engine Line Maintenance Training that will need to be covered within the curriculum will be as follows: Description and Operation Power Management Operational Sequence Propeller Control System Fuel System Temperature Indication System Torque Indication System Lubrication System Ignition System Pneumatic System Troubleshooting Publications.�� The instructors will be FAA-certified to provide instruction to students to perform all appropriate maintenance, inspections, and troubleshooting for operations of the TPE331 engine.� SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11- inch pages, font no smaller than 10 point) demonstrating the ability to provide the Training listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations regarding the status of the RFI will be accepted before its release. Sources Sought responses, including any capabilities statement, shall be electronically submitted to the Senior Contract Specialist, Clarissa E. Cooney; Contracting Officer, Roosevelt Augustus; and, International Programs APM, Richard Trudeau in either Microsoft Word or Portable Document Format (PDF), via email to clarissa.e.cooney.civ@mail.mil, roosevelt.augustus.civ@mail.mil, and richard.e.trudeau.civ@mail.mil no later than 4:00 p.m., Central Time Zone on 16 April 2021 and reference �PANRSA-21-P-0000 008338� in the subject line of the email and on all enclosed documents. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
