- This is a Sources Sought Notice ONLY. Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST�s use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data provided in the response. � NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. � NIST is seeking information from sources that are capable of providing one (1) Laser Tracker, Accessories, and Software Summary of Requirements: The National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR) is procuring a Laser Tracker to add to its suite of 3D metrology tools. The Laser Trackers currently at the NCNR have been in use for over 10 years now and are out of warranty. These measuring devices have become a critical part of the work done by the Research Facilities Operations (RFO) Group and therefore replacing these aging devices with new devices is important to maintaining operations at the facility. In order to meet the mission indicated above, FEM requires one (1) laser tracker, accessories, and software with an option to buy another system at a later date. Contract Line Item Number (CLIN) 0001: The contractor shall provide one (1) Laser Tracker which shall meet or exceed the following minimum requirements: Shall have a maximum working range of 80 m or higher. Shall have 360 degrees field of view in the horizontal plane. Shall have -55 degrees to +75 degrees or more field of view in the vertical plane. Angular measurement accuracy shall be +/- 15 �m + 6 �m/m MPE or better. Distance measurement accuracy shall be +/- 10 �m or better. Level measurement accuracy shall be +/- 1.0 arcsecond or better. Shall be capable of measuring at least 10 points per second. Laser tracker shall have a built-in camera with a 10 degree field of view or greater. Shall have the ability to a lock onto a target within its field of view. Shall operate via an AC power supply or via a hot-swappable battery. Weight of laser tracker, including any batteries, shall not exceed 15 kg. Warranty: The contractor shall provide a five (5) year warranty for the laser tracker. The warranty shall include: Parts and labor costs for any repairs needed during the warranty period. If the Contractor chooses to have the item shipped to the Contractor facility for warranty work, return shipping costs shall be provided by the Contractor. Shipping costs to the Contractor�s site shall be provided by the Government. One (1) annual preventative maintenance and calibration. A loaner laser tracker shall be provided if any required laser tracker repair work cannot be completed in less than five (5) working days. The Contractor shall provide a Compliance Report with the laser tracker which includes the measurement values for maximum permissible errors (MPE) for an asme b89.4.19 performance evaluation test. CLIN 0002:� The Contractor shall provide the following accessories associated with CLIN 0001: Hard case for storage and shipping. Five (5) Stainless Steel 1.5 in Corner Cube Reflectors that meet the following requirements: Radius shall be 0.750 in +/- 0.0001 in or better. Centering of optics shall be +/- 0.00015 in or better. Shape of ball shall be less than 0.00015 in or better. Two (2) Stainless Steel 0.5 in Corner Cube Reflectors that meet the following requirements: Radius shall be 0.250 in +/- 0.0001 in or better. Centering of optics shall be +/- 0.00015 in or better. Shape of ball shall be less than 0.00015 in or better. 1.5 in Corner Cube Reflector tooling� NORS type magnetic reflector support. Adapter for measuring inner diameters. Adapter for measuring outer diameters. 3-point support. 1000 mm invar reference bar. Two additional rechargeable batteries. One battery charger. CLIN 0003:� The Contractor shall provide the following software associated with CLIN 0001 The contractor shall provide laser tracker software to control and to check the performance of the laser tracker. Contractor shall provide three cloud licenses of Spatial Analyzer Analysis software with one year of software support and maintenance. Contractor shall provide one floating network license of 3D Systems Geomagic Design X with one year of software support and maintenance. Contractor shall provide one floating network license of PolyWorks Inspector Standard and Modeler Standard by InnovMetric Software with one year of software support and maintenance. CLIN 0004: The Contractor shall provide training for CLIN 0001 � 0003 that meets the following minimum requirements: Contractor shall provide onsite training on instrument setup, calibration, and best practices for up to 6 trainees. Training shall be provided within 60 days of delivery of CLIN 0001- 0003. OPTION LINE ITEMS: THE FOLLOWING ARE OPTION LINE ITEMS. PRICES QUOTED SHALL BE EFFECTIVE FOR A PERIOD OF EIGHTEEN (18) MONTHS FROM THE DATE OF AWARD. AWARD OF OPTION LINE ITEMS IS AT THE SOLE DISCRETION OF THE GOVERNMENT IN ACCORDANCE WITH FAR 52.217-9. OPTION CLIN 0005: Option Period Requirements The contractor shall provide one (1) laser tracker that meets the minimal technical requirements listed in CLIN 0001. The contractor shall provide a five (5) year warranty as described in CLIN 0001 for the option period laser tracker. Accessories: Hard case for storage and shipping. Five (5) Stainless Steel 1.5� Corner Cube Reflectors that meet the requirements listed in the base period requirements. Two (2) Stainless Steel 0.5� Corner Cube Reflectors that meet the requirements listed in the base period requirements. Two additional rechargeable batteries. One battery charger. NIST is seeking responses from all responsible business sources to include small businesses. Small businesses are defined under the size standard of 750 employees associated with the applicable NAICS code, 334513� Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. Please include company�s size classification and socio-economic status in any response to this notice. Interested parties shall describe the capabilities of their organization as it relates to the requirements described herein.� Businesses able to provide the requested equipment are directed to email a detailed response describing their capabilities to tracy.bisson@nist.gov no later than the response date for this source sought notice. The report shall include any information relevant to the organization�s capabilities to meet the requirements detailed in Summary of Requirements. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Number of days, after receipt of order that is typical for delivery of product. 4. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 5. Indication of whether the product proposed is a commercial item currently offered in the market place.� 6. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 7. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of twelve (12) pages in MS Word or PDF format. NIST invites all interested vendors to submit any questions or comments regarding the Draft Summary of Requirements via email to tracy.bisson@nist.gov within 3 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by April 12, 2021 at 11:59 pm EST.
