- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: LMR System Enhancement on Yokota AB, Japan Announcement No.: FA5209-21-U-0018 The Government hereby submits a notice of intent to award a sole source firm fixed price commodity contract for LMR System Enhancement for 374th Communication Squadron (374 CS), Yokota AB. The total estimated value is less than $600,000. Requirement Description: This new equipment shall be used for the current Land Mobile Radio (LMR) Trunking system. The trunking system allows for radio communications all across the base. These radios are used for all operations and maintenance for aircraft, flight line operations, first responders and command and control during various operations on base. Herein, Yokota AB Japan has used a joint LMR network known as J2KLMR which supports radio communications across the Department of Defense in Japan and Korea. �Currently there is a vulnerability to the system that could leave the base split into zones, making command and control of situations, nearly impossible. To avoid from the potential situation, the LMR system needs to be upgraded by adding equipment. It is currently being supported and supplied through Motorola Solutions Inc. The Edge Availability is a solution that offered by Motorola, and can fix this vulnerability and provides true redundancy to the system in the event of isolation. Motorola Solutions� Edge Availability feature allows the transfer of control from the regional system�s core out to the network edges, in the event network communications are impaired between a local system and the core. The Edge Availability architecture will increase the resiliency for Yokota by adding a new fallback feature. �This is a Firmed Fixed Price Purchase Order for supplies with installation which will include the brand name system to upgrade the current LMR. This requirement includes the acquisition, integration, installation, and maintenance. Thus, the 374th contracting office sees that this requirements can only be provided by Motorola Solutions, Inc. � This sole source contracting action seeks an exception to full and open competition pursuant to FAR 13.106-1(b)(2). This hereby constitutes a synopsis of the requirement. Responses to this notice must demonstrate that more than one responsible source exists to fulfill the stated requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
